Ok, how about we think outside the box a little bit? Possible places to send Flandre eventually... a lot of them not anime based.
1) Ok this one is anime. How ridiculous would it be to send Flandre to DBZ? Depending on when in the series it could be a lot of fun. Flan should make Bulma her maid. Also, if things get too rough she can always blow them up by using the 'eye'. Could be fun.
2) A little out of the box... Mass Effect. Would love to see Flan confuse by all the tech. Kinetic barriers could probably save people for a bit. How the hell could Flan react to being out in space? How would she be affected by a a biotic using Singularity on her? Could she pop a Reaper? That would be so good.
3) MCU. Flandre vs The Hulk. Flandre vs Iron Man. Come on. Do you need any more convincing than that?
4) I have no idea who would win... Flandre or Pein? Six Paths of Pein vs the insane childish vampire. Pein would probably win because he's actually pretty damn smart.
5) If any of you read Harry Dresden... well. Denarians vs Flandre anyone? Or the Naagloshii? Creatures from deep winter? Pretty epic.
6) I don't know. What non-anime verse do you think would work?

As P&D Z's not out yet Stateside and therefore I can't really suggest that setting as a result, the idea would be Flandre possibly running rampant through Dungeons, ending up with a host of friends acquired through destroying the hell out of them (I imagine Flan's Active Skill would be something like massive damage to 1 enemy and reduce the DEF of all enemies to 0 for one turn, with a Leader skill doubling the HP and ATK of Devil-types. Fire/Dark Flan FTW.).
It'd be a glorious romp, which we could even possibly have taking us clear through this place and thereby several Greco-Roman gods and goddesses.

I've never really studied the canon all that well. Would Homura's looping ability still work while she is a soul gem? Or does she need a body in order to do anything?

Homu's magical girl weapon is a shield that can stop and reverse time. She needs to be wearing it and will it to activate for it to work.
I'm not big on homulilly or oriko, but kirika could be useful. Her slowing ability would be useful in a pinch. Her wish made her totally loyal to Oriko, so we'd have to witchify her to get her to work for us.

The current selection hasn't changed from its original incarnation (so MGLN, 40K, ES5, NGE are the current options) except Doom has been removed. Beyond that, it has to be a setting I'm familiar enough with to actually write. That ... somewhat limits ... the available worlds. Like, most of your suggestions I know enough to think "This may be a fun place" or "Not gonna work/happen," but don't know anything else about them. A Nasuverse (F/SN and/or Tsukihime/Melty Blood) is something I'm considering.
