Other than spite towards Sakura or affection towards Illya there's no real reason for Flandre to try to prevent the grail from being filled. Arcueid's threat appears to be nothing major in Flandre's eyes and would not really do much to impact her decision making process.... ...actually no, she just indirectly told us the two places the Shadow will be fighting next. Because Sakura will be attacking the Einzbern mansion next with the Shadow, and she's at the Grail Cavern herself. If Flan is fighting anywhere else she's randomly killing dudes. She ALSO indirectly told us that the Emiya place is safe(because Sakura won't attack Shirou), but that Flan wouldn't stand for it.Did Arcueid or Zelretch (because this sounds like his idea) neutralised the strongest fighter Illya and Tohsaka have against the Shadow? We are forbidden to fight, destroy the Grail, even fight other corrupted Servants still alive. I think we should just start preparations to leave this place with whoever would want to come with us (Deis and our new Dead Apostle). We can persuade Illya to come with us and abandon the war - there is no point to fight in it now. She has nothing to gain after all ...
Not forbidden to fight - forbidden to do anything and get caught. The two bolded are pretty similar in Flan's eyes, to be honest.Flandre at least suspects that Arcueid is as strong as Yukari. Flandre came her to have fun not to fight someone ridiculously strong to death.

I mean, she could be doing that but it would be strangely specific to focus on the PMMM-verse and not anywhere else we've messed with.
That's a big part of the appeal of this quest for me personally. A lot of the actions taken so far are obviously not the most efficient or the most effective but capture a lot of character. If Flandre was making the objectively best decisions she could at every moment it would quickly turn into a boring quest with too much eye crushing.Flandre is adorably and refreshing hardheaded and stubborn to the point of being a hazard to her and those around her, which I like and find to be a great way of characterization.
Strong people can still be stupid and effective, and that's not a bad thing.

Gonna be honest. I'm not really seeing how this Aruceid sending Flan a coded message. First because Aruceid really hasn't got much reasons to like Flan, in fact Flan stomped on Aruceid's berserk button by offering to visit Shiki.
For starters, who is bribing Arcueid in this case? I'm honestly not sure, not familiar with Tsukihime. If I had to guess I'd say Akiha but it still doesn't feel like it fits.
Arcueid said anywhere in the city, and in the temple. So basically any civilian area. That's...not exactly cutting out sections of the city where Sakura might be. Don't think Arcueid even has a way to divine this information.
Also, depending on how Depletion Garden interfaces with the Grail, Satsuki can quite possibly drain the Grail safely. For as long as she can keep it up. Depends on whether the Grail/Sakura gets protected by the same shenanigans that keep Servants fine.
But while people keep their own prana, I think, they lose access to external sources of prana. That was the WOG here right?
So, Sakura's big gimmick is that she has endless prank and can refill and brute force her way through. Inside Depletion Garden, this cannot be accomplish, and Sakura could be killed quite easily. Or perhaps fixed if we had some way to do it quickly. Which I don't think we do.
