No, that's never been a thing. They made designer/gene-engineered kids for the Demiservant program, but they didn't sell them.
Must have been a fanfiction thing, a quick scan of the wiki says that most of the designer babies they made for the demiservant program failed, with Mash being the sole success I guess.
 
I vaguely recall some kind of mention of Chaldeas selling designer babies to rich people as a method of gaining funding
I may be mistaken, but maybe you are thinking of Atlas' backstory in the Fate/Extra timeline? It was clones instead of designer babies though, and Atlas is buying them instead of selling them:

I think chaldea's dirty laundry like there experiments get explained in the SERAPHIX event. I cant 100% confirm that though, only started fgo after that event had passed.

Seraphix had to do with Master candidates with high ray-/ley-shift compatibility ratings, yet minimal capacity to be 'actual' magi; that could have been canon FGO!Ritsuka's destination, had events proceeded differently enough.

No, that's still Mash. Danzo's pretty good, she just isn't Best Girl-level good.

Of course, Eresh is up there, too (especially when she's embarrassed)... Just make sure she doesn't get hijacked by Ishtar (who only avoids being in the running for Worst Girl because she usually just doesn't think things through rather than being deliberately malicious like BB).
 
Mash is Best Purple-Haired Kouhai (and yes, there are enough of those to qualify for an entire category), Best Girl is a highly contested ranking with no clear and definitive winner at this point.
Which does not, in any way, disprove that Mash is, at the absolute minimum, a strong contender for Best Girl.

On the topic of Purple-Haired Kouhai: Does Serenity fit in that category? She kinda feels like a kouhai to me...
 
Mash is Best Purple-Haired Kouhai (and yes, there are enough of those to qualify for an entire category), Best Girl is a highly contested ranking with no clear and definitive winner at this point.
You don't have to prove that your girl is the best girl, what matters is that she's the best to you.

She is the "youngest" of the Hassans, so yes. And she's always there for you, supports you and wants you to be happy.

I think she counts. She has purple hair, and she seems to give off a general kouhai vibe, so she should count. the real question is whether Hundred Personas counts. They have purple hair, and I'm willing to bet at least one of the hundred gives off some "notice me senpai" energy.

If you're gonna bring up Hundred Personas, I think they average out to "classmate" (if you decide to average them; if you don't they're basically "your entire school") since there're bound to be both "senpai" personalities and "kouhai" personalities in there. Pretty sure the "primary" face they show you in FGO is firmly in the "senpai" category (if not the "sensei" one), and there's definitely at least one "innocent little grade-schooler" in there since we see that one hiding from the others during their Interlude.

Yeah, Hundred Personas is whoever they want to be. If they want to be a Purple-Haired Kouhai, then they're a Purple-Haired Kouhai and no-one is going to tell them otherwise.

The persona that takes front and center on their card is definitely a Purple-Haired Senpai though, she's far too mature and confident to be a Kouhai.

Love the reimagining of the first chapter, I think it really sets the mood for the series as a whole.
