NCR Story - Heavy Tropper
The NCR heavy infantryman begins not just as an ordinary soldier, he has already received some recognition, for which he was enrolled in the Heavy Corps. In the military camp, he appears not so much for training in military affairs, as for completing a training course on handling armor. After which he is sent to the capital at the headquarters of the Corps. But what started out as a quiet incident degenerates into a fight with a group of clandestine arms dealers who will try to kill the character and get his armor. He manages to single-handedly stop attempts, and together with one of the rangers, completely defeat this group, for which scientists notice him and offer to become a tester of a new model of power armor, which was developed in the New California Republic.

The first test site is Vault 15, where he will have to lead the attack on enemy positions, attracting enemy fire. The armor is frankly bad, but as the scientists themselves said, this armor is by no means high quality. Its main advantage is its low cost and the ability of the NCR itself to produce new copies. And a squad of such fighters shows themselves perfectly, in comparison with most of the Heavy Corps, that they wear armor without servos.

Trouble begins in Junktown, where the player and his squad are attacked in an organized manner in an attempt to capture or kill them. The player's character is the only one who survives the attack. And he, along with a group of rangers, is assigned to investigate the attack. The rangers themselves suspect that the purpose of the attack is not so much to undermine the combat power of the Republic as to try to reach the creators of the new power armor. There are two suspected parties - the Brotherhood of Steel and the Vulcan Cult.

With the first, the New California Republic is currently fighting for Vault 13, including one of the paladin generals, whom the player will have to try to capture. But unfortunately for him, he manages to commit suicide with the help of a pill with poison. The second suspects are the Caesar Legion, with whom the NCR has a small front in Arizona, and there is a small Vulcan Cult unit operating there, trying to collect suitable equipment belonging to the Arizona Rangers. But unfortunately it turns out that they also know nothing about what is happening.

As a result, the investigation comes to an impasse, and the squad is temporarily transferred to the Hub, where the squire of the Circle of Steel contacts him, telling the truth. Namely - that the New California Republic has accepted a large number of fugitive scientists from the Enclave, offering amnesty in exchange for their development. And the armor that the player uses is originally the development of the Enclave. The Circle of Steel, a Brotherhood spetsnaz squad, staged an attack in Junktown, trying to reach out to the plotters through the squad members. And they succeeded - it turns out that the Enclave scientists' complex is located in the Hub, and the knight is trying to lure the player into the Brotherhood of Steel.

He refuses and rushes to this complex to help repel the attack of the Circle of Steel on this complex. And then he will have a choice - to provide information about what happened and deliver the scientists to justice, or to help cover up the crimes. In any case, the NCR government decides that the fact of the attack by the Brotherhood of Steel detachment on the Hub is enough to create a stir. And decides to send all connected personalities as far as possible. The player is assigned to the Heavy Corps company in the Mojave.

Not really sure about the whole class system but these three options are ones I really liked but seeing as none of the actual plans as far as I noticed had all 3 I'm just gonna vote for em. I suppose Night_Stalker did have all three but they didn't have it as an actual plan.


Also would be fun if in the update where House makes his move if before its released there's something like House speaking about the current situation and about the time. Or some kind of foretelling (or was it allude, whatever word it was to hint at a future thing. Brain doesn't went to remember at this moment.) Possibly even a random NPC either just one or multiple talking about a message they either intercepted or received but dismiss it as just something random from the Housers as they then show the player.
Could even slip it in as a minor update or among a bugfix depending on if the House making his move is a major update.
 
NCR Story - Cleaner
The Cleaner, like the Heavy Infantry, is a distinguished fighter who has just completed a ranger course, becoming one of the fighters of this elite unit. From the very beginning, he was treated in a special way than ordinary soldiers in the army, as they are known as much more independent fighters. After completing the training, he, like the Heavy Infantryman, is sent to the Corps headquarters in the capital. But he gets his first appointment in the capital. His task is to track down and deliver, alive or dead, the head of a large criminal group in the capital. To do this, he will have to fight his way through his supporters, arranging a firefight in the city slums, but even so the task will fail. The target will have time to escape, and he will be sent in pursuit of her.

The outlaw arrives at Vault 15, where he joins a group of raiders in an attempt to take over the squatters' hideout. The ranger will have to hunt him down and go down to the Vault itself, recognizing along the way. that the raiders themselves are former civilians who took up arms after the Republic declared their land their own. And the criminal himself was ordered because he came into conflict with the NKR politicians. But this does not detract from the fact that both sides did indeed commit crimes.

After that, the player officially receives thanks, and he is sent to Junktown, to eliminate the city councilor, who, according to the official version, receives money from the Brotherhood of Steel, trying to undermine the city's contribution to the ongoing war. But he did not receive money from the Brotherhood of Steel, although he is really undermining the ongoing war. The City Councilor is a supporter of the Followers of the Apocalypse and opposes the military conflicts in which the New California Republic is increasingly involved, and this is probably not to the liking of many. The protagonist's doubts are noticed by his curator and said that his next assignments will be against the open opponents of the New California Republic.

One of his goals is the new Overseer of Vault 13, who sided with the Brotherhood of Steel, using partial control over the systems of the Vault itself. But it turns out that the reason for this is that the New California Republic intended to dismantle the Vault's life support systems without compensation and use them in the Shady Sands expansion. The second target is the commander of the rangers in Arizona. But he is also not so simple, for he resists Caesar's Legion, but is opposed to the unification agreement imposed by the New California Republic. In both cases, the player can either kill or spare his target.

As a result, he is summoned to the headquarters of the rangers in central California, located in the Hub, where they either try to subject him to a tribunal or present him for a reward. But before the start of the process, he is told that there is one more thing left - to eliminate the member of the city council of the Hub, who is lobbying for a decrease in the share of military spending in the budget. At the same time, he does not even hide the political overtones. And this is not an offer to refuse. As a result, the player is faced with a choice - to go to kill, or try to get to the council member himself in order to protect him, and at the same time ask to arrange an investigation in the ranger corps.

In the first case, he kills a member of the city council, the participation of the rangers in his murder comes to the surface, the player's curator is sent to court, and the rest of the implicated are sent to the penal battalion in Mojave. In the second case, the player kills his curator, but the city council member himself says that his power is not unlimited. He cannot bury the incident, only send the player away from the attention of the California media, for example, in the Mojave.
 
NCR Story - Scientist
The scientist also begins at a military camp where he undergoes combat training. Formally, he practically does not fight himself, but calls on his defenders - NPC soldiers of the New California Republic, who serve as protectors for him. He is assigned to the army by order of the Bureau of Science and Production, and his task is to look for valuable samples of technology in the field. After passing the briefing, he is sent to Shady Sands in order to listen to the briefing, but the situation in the city is far from calm. It turns out that a robbery has been made on the laboratory, and the player will have to find the missing one.

He is then sent to Vault 15, where he is tasked with infiltrating Vault 15 itself and trying to save valuable data for the Republic about the operation of Vault systems. But once inside the player is faced with a choice. The NCR soldiers attacking the raiders suffer losses due to the operation of the automatic systems of the Vault, and as a result the player is faced with a choice - to save the lives of the soldiers by turning off the Vault systems and at the same time erasing the data, or to complete the task.

In any case, a small piece of data can be downloaded. And there is something interesting there, indicating that in Vault 15, in addition to the GECK, there was also an extended library module. If the first was intended to restore civilization and create a settlement after a nuclear war, then the second contained data on many weapons systems of the American army.

Inspired by this news, the player is sent to Junktown, where the computer lab is located, in the hope that they can extract more information from this data. But the laboratory is attacked by unknown persons who tried to destroy the laboratory and destroy the data. The player will have to return the data file, as well as recover some of the data, where it will become known that using the systems of another Vault, you can try to restore the damaged fragments of the file.

Two options are immediately offered - Vault 13 and Vault 22. For the first, there is a battle between the New California Republic and the Brotherhood of Steel, and the second is currently being robbed of the Vulcan cult. In addition to fulfilling the main goal of data recovery, the player is given the goal of getting a water chip from Vault 22 and sabotaging the geothermal reactor in Vault 13. The first endangers the lives of the inhabitants of Vault 22, because then they no longer have any value for the Legion and will be turned into slavery, into the cult of Vulcan. The second also causes the long-term inoperability of the Vault 13 systems and turns it into a simple piece of metal without an energy source.

In any case, the information is restored, and it turns out that the extended library module was withdrawn around the 2180s, just as a group of Followers of the Apocalypse from the Hub went on an expedition to Vault 15. The player will have to go to the Hub and try to reach out to the followers... Those will try to convince the player, arguing that these technologies have inflicted a huge amount of wounds on the whole world, and will only make things worse if someone opens them again. They are trying to extract at least something useful from this data - technologies of new polymers and energy cells, for example.

The player will either have to break through their complex to pick up the module. Or refuse, and then one of the members of his squad will inform the Bureau of Science and Production, after which the NCR squad will attack the Followers of the Apocalypse complex, and the player will have to repulse the attack. In the first case, the NCR will get the module, but due to the lack of tools for production, it will be able to use only a small part of the technology. If left with the Followers, they promise to send him to Bounyard.

In addition, with the help of the NCR, the player will be promoted and sent to a new assignment - in Mojave, with the main task of helping to repair the Hoover Dam after its capture. In the second case, he will fall into disgrace, but the protection of the Followers will save him from the tribunal. He will only be sent on an extremely dangerous mission in the Mojave, where it is likely that someone will kill him.

Legion Story - Decan.
The dean is approximately similar in rank to the NCR Sergeant, and from the very beginning he is the head of the contour beria - a unit of ten people. He is already a proven veteran, who was raised in the Legion almost from his very birth, where discipline, as well as the philosophy of the Legion, was hammered into his head. But due to the limitations of teachers, this very philosophy was hammered in by a limited tribal understanding, in the end it turned out to be extremely far from the ideas of Caesar himself.

From the training camp, the newly created dean is sent to Flagstaff, a beautiful city reborn in almost pre-war splendor, for this was Caesar's desire - to have an island of civilization in the middle of wild Arizona, for which the Legion fights. Here he, instead of with his detachment, essentially by accident, stumbles upon an attempt to assassinate Caesar and prevents it, for which Caesar himself invites him to join the Praetorians at an audience. But here the hero does what others did not dare to - he refuses. Arguing this either by the fact that he wants to stay with his people, with his new tribe, considering himself unworthy to stand next to the son of Mars. Or that his service on the front line will be more effective for the Legion, and what happened is nothing more than an accident. In any case, Caesar, with courage, will praise the player and fulfill the request by sending him to the front, against the Kosoplyos tribe.

There the player will take part in hostilities against the rebellious cohort. Together with his contourbery, he will be able to go to the rear of the cohort and divert their attention so that their orders were broken, and the bulk of the legionnaires were able to defeat the rebels. He is again offered a promotion, but he refuses. However, having learned about everything that happened, Caesar in Flagstaff decides to send this century to Phoenix. He knows that the rebellious cohort is only part of the rebellious century, and part of it has dug in southwestern Phoenix.

In Phoenix itself, the player's contouring is mistakenly sent to lead the first attack, to become cannon fodder that will blunt the enemy's gladius. But instead, he manages to save the orders of the first line of attack and break the enemy. And upon returning to the camp, he discovers that the Frumentarian has executed the centurion responsible for the attack, although he does not know what the matter is.

Meanwhile, the player's contour is transferred first to the Arizona Rangers, next to which is the last part of the rebellious maniple. And he not only defeats the enemy, but also deserves a decision - how to deal with the captured rangers. He either executes them, or orders them to be released, arguing that by letting them regain their strength and prepare for a new battle, the Legion will receive a new test that will temper it and only make it stronger.

In the same way, he is sent to California, where the assistant to the military tribune, who led the cohort, and now joined Bratst Steel, is hiding. And if he takes the assistant with him, then he will have to solve a similar issue with the Brotherhood. And in both cases, after completing the task, you can find out that the player is being watched by the Frumentarii.

In any case, traces of the military tribune itself lead to the Hub, and there the dean will lead the night attack on the mayor's building, where the military tribune is hiding, giving information about the legion's tactics by the rangers of the New California Republic. He will execute him in any case, but with different motives. Whether it is the desire to kill the betrayed "god", or to put an end to the coward who refused to serve the idea that should bring peace to the Wasteland.

Either way, the player is greeted by the Frumentarians and reported that Caesar himself ordered him to join the forces in the Mojave. No, not as a centurion, for Caesar himself respects the player's decision to stay with his people. He was given a much more dangerous and honorable role - to go in the vanguard of the attack on the Hoover Dam.
 
Legion Story - Cult of Vulcan
Talent Seeker arrives at the military camp, oddly enough, to find new talents for the Vulcan cult. The Vulcan Cult is traditionally divided into two members - the cult's slaves, educated captives from all over the Wasteland, and members of the Legion itself who have undergone appropriate training and are able to understand technology. This, among other things, also broadcasts a stigma on them from the point of view of other legionnaires, which is why they are largely in the position of the same frumentaries for others.

Then he goes to Flagstaff, where he is informed that several prisoners have recently escaped, which are extremely important for adapting technologies for mass production. The player will have to clean up the local cell of the organization engaged in the abduction of scientists from slavery in order to send them to California. They know little, in fact, since this is only a cell of a terrorist organization, but their knowledge sends the player further, to the Kosoplyos tribe. One of the scientists will have to pass there on the way to the Mojave.

It turns out that the scientist himself was one of the members of the Followers of Apocalypse who tried to help the tribes of Arizona. But the young Legion captured him and held him there for twenty years. But even this did not break the ideals of the Follower, and he decided to stay for a while at the twine to help them with their humanitarian crisis. Catching him will be a purely academic matter, but the player has a choice - to deliver him, or to let him go, saying that he has arranged it.

In any case, the scientist accidentally mentions that it is a pity that he did not go with the others to Phoenix. This will be the next destination. Few of the Legion communicate with California other than the trading houses. And it is there that he will be able to find the second largest cell of this organization among the local trading houses. During the assault, the leader of this very cell, in order not to be captured, commits suicide, leaving only encrypted records. And as others will confirm - they point to the headquarters of the organization, but no one knows how to decipher them. But two parts of the key are held by representatives of other cells, transshipment points leading to the destination. In addition, he will find several escaped scientists, and the player will have a choice - to execute them for escaping, or to send them back into slavery.

The first is in the mountains of California, where the Legion is sabotaging the Bratswa operations, and the second is near the ranger stronghold on the Arizona-Colorado border. In both cases, the player will have to face the locals who are clearly cooperating with this organization, accepting refugees from the Legion. Of course, in the end, the player will get to the leaders of these cells, extracting keys from them, telling them how to decrypt the encrypted data.

And the last destination, which opens when you receive two ciphers at once. It states that the main control center of the organization is located in the Hub, where the player is sent. His task is not only to destroy the organization, but also, if possible, to obtain information that would be useful to the Legion. Together with an armed group, he breaks through the orders of the enemy, which is unable to stop a fighter in power armor. But the data is not what the Legion expected. Not weapons schemes, not even farming methods. Anthropological records of the tribes of Arizona, as well as information about Caesar himself. And the player is faced with a choice - to simply leave these records here so that afterwards someone will find them, or to destroy the knowledge, the very fact of whose existence discredits the Legion.

In any case, the player has completed the mission, but another follows. The Legion is planning a large-scale operation against the Brotherhood of Steel and the New California Republic in the Mojave Desert, and once defeated, the Legion will need someone to codify all technological artifacts. To this end, the main character is sent to Joshua Grackham's camp.
 
Legion Story - Frumentarium
The Frumentarium campaign is built around the study of the loyalty of the Legion's own troops, so he begins under the guise of an ordinary Legion, staying in a military camp for training, although in fact he is a deeply rooted agent. He acts aside from the normal chain of command of the Legion, de facto answering only to the head of the Frumentarii, as well as Caesar himself, like the members of the Vulcan cult. And only at the direction of Caesar himself, they can be placed under the command of a legate or a military tribune, but this rarely happens. Because of this division of responsibilities, many in the Legion dislike Frumentarii, as they are strangers to them. Plus, very often those who disobey the orders of the commander and Caesar pronounced them in frumentaria as a measure of salvation from execution very often become frumentaries. So they themselves are looked upon as freethinkers.

After training, the cohort is sent to Flagstaff, where he continues to monitor suspicious activity in the cohort and discovers theft by a centurion selling Legion property. But instead of immediately eliminating him, the hero decides to continue observing and even become his accomplices, hoping that he can lead to a larger victim. Unfortunately, he is hunted down by another Frumentarian, with whom he must fight and decide - to remove his guarantees of his loyalty, or to let him escape.

The cohort is then dispatched to the rebel tribe of twisted hairs to guard supplies to the war zone. But de facto, the cohort is more likely to plunder the stocks of the Legion itself, sending them south to Phoenix. After receiving this information, the Frumentarius eliminates the centurion and goes south, hoping to find information in Phoenix.

The perpetrator of the theft and theft taking place is the Phoenix consul. He is a relatively civilian official appointed by Caesar to govern major cities such as Phoenix itself. He has to oversee the production. And the consul, taking advantage of the illiteracy of most of the legionnaires, began to transfer resources from the war zones to Phoenix, passing them off as products from the city and giving them as a tribute to the Legion, while the funds themselves go to fortify the city in the expectation of raising a mutiny in it.

Help in removing the consul offers another frustration. As he says, even the consul is not the top link in this chain, because he could not bribe the Frumentarians who would check the direction of supplies. This means that there is a larger goal. To this end, he sends the main character to two other zones, where it is necessary to inspect the lost property and deal with the inaction of the frumentarii. These two zones are the California ridge and the Arizona Rangers' fortifications. As a result, it turns out that not only material benefits are used to strengthen Phoenix. At the same time, large sums of money go instead of troops to the Hub.

In order to find the recipient of these funds, the frumentarian ally sends the protagonist there to inspect the perpetrators of this incident, and at the same time find out who is spending such amounts. It turns out that the culprit is the current leader of the Frumentarii, with whom they will have to confront in order to eliminate the threat to the Legion, and then either destroy this criminal network or take control of it to further identify the dishonest military.

Your ally, who helped in the elimination of the leader of the Frumentarii, turns out to be Vulpes Incult, whom Caesar appoints as the new chief of the Frumentarii. You are sent in Mojave on a less prestigious and much more dangerous mission - to look after Joush Grackham himself, whose influence in the Legion is second only to that of Caesar himself.
 
Legion Story - Auxilarium
Auxilarius is not formally a fighter of Caesar's Legion, even less than a member of the Cult of Vulcan or Frumentarius, but at the same time is below them. He is a member of a tribe or society allied with Caesar's Legion, but not formally part of it. Such states very often bear obligations to the Legion. The civilized supply the Legion with the goods it needs, while the tribes send their fighters if they have the talents in demand, such as healers or scouts. His counterpart can be called Willis before he became a frumentarian.

And the player enters the camp, from the very beginning being in a humiliating position, since other legionnaires treat him with contempt. However, he is still assessed for his skills and is considered "fit for admission to auxiliary units". Then he is thrown across Flagstaff into the war zone. But when in Flagstaff they discover the theft of part of the property of the centuria, the player will have to prove his own innocence. Moreover, not so much because of the danger to himself, but since otherwise his entire tribe will be punished.

But the real test for the Auxilarium comes when fighting the Twisted Hairs Tribe, which is a very similar tribe to his own. He has to help in the battle with the rebellious tribe, even if he himself belongs to a similar one. In the end, the hero will even be faced with a choice - to let the civilians of the tribe escape, or to kill them for betraying the ideals of the Legion in order to demonstrate their own loyalty. But the problem of the uprising was not completely resolved - the leader of the tribe, along with his guards, fled, presumably, hid in the stream of merchants going to Phoenix.

The Century is then sent to the southern capital of the Legion, where he has to face another aspect of the Auxilaria - the chasm between the civilized and tribal allies of the Legion. Both are forced to curry favor with full-fledged legionnaires, but the civilized actually despise all members of the tribes, considering the Legion just another tribe. And they know that even Caesar cannot do anything with a city like Phoenix, given its importance to the Legion. But such an attitude towards the auxilarium makes him completely invisible to the inhabitants of the city, as a result of which he is called in and conducts an investigation, looking for traces of the presence of this leader. It turns out that he summoned the members of the tribe that used to serve the Legion in order to escape to his enemies, and two of his chosen warriors went to negotiate with the opponents of the Legion.

It is to hunt for them that the auxilarium is sent. He finds one near the Arizona rangers, and the other in the mountains of California. the hero will have to extract information from them, without even wanting to. After all, his tribe is actually held hostage by the Legion, and if he disobeys the order, then his tribe will follow the fate of the twisted hairs - to be exterminated for betraying the Legion. He can even let go of the warriors sent by the leader, but knowing full well that should the Legion find out about this, then his people are in great danger.

In any case, the information received from them leads to the Hub, where the leader actually left, waiting for the outcome of the negotiations. Take it red-handed and the player will have to. The leader himself does not understand why the player cannot join him, and the player's character himself desires this, but for him his own tribe is much more important than abstract freedom. Eventually, he will catch the warchief, preparing to send him to the Legion. However, the leader asks the player to kill him himself, since he recognizes him as a worthy opponent endowed with honor, unlike the legionnaires who will hang him on the cross. The player can agree or deliver him alive.

In any case, he will be praised and given a new assignment - to a detachment of experienced auxilarians who will have to conduct long-term reconnaissance during the Mojave campaign.
 
BoS Story - Paladin
The Feudal Paladin is practically at the top of the Brotherhood of Steel's social system, as he not only rises above ordinary people, but also above all other members of the Brotherhood of Steel. Above it are only Elders, Lords Paladins and Paladins Generals. They play the role of managers, as well as defenders against any possible attacks, because the local population is forced to work for them. For all the seeming archaic nature of what is happening, the current situation, as in the Middle Ages, has elements of a social contract and is dictated by the existing economic structure.

From the military camp of the Brotherhood of Steel, the paladin goes to Maxson, where he will see the bonuses of his position, serving as a judge and attending ceremonial receptions among the leaders of the Brotherhood of Steel, which have actually turned into a new aristocracy. He is the best of the best and knows this fact very well. He was not just raised as a member of the Brotherhood of Steel, which by default puts him above other people. He also earned the status of a paladin, which puts him even higher.

And such an arrogant and young paladin arrives at the Wandeberg base, where the possessions of his lord are located, where the rebellion just arose. He has to overcome this uprising, choosing between different methods, just to find out - in fact, this uprising was planned and its organizer fled to Santa Barbara. There, another uprising against the Brotherhood of Steel flares up, which the hero will have to overcome, but in the end, he will find out who his opponent is - the rebellious paladin of the Brotherhood of Steel. He opposed the Brotherhood itself, as he believes that it has deviated from its original goals - to protect technology from savages for those who can use them and replace them. Therefore, he renounced his status and fled from the Brotherhood of Steel to fight against it. Despite all attempts, it will not work to catch him.

But he learns that there are two places from where he received his sources of supply - from the Legion and the NCR, through the California Ridge and Vault 13. And there he will see that the subjects of the Brotherhood of Steel prefer other states to the protection of the Brotherhood. Even Caesar's Legion is viewed by some as a brutal military dictatorship that forces others to serve themselves. Knights in the Brotherhood of Steel are experts in absolutely everything. They are most often found on the battlefield, since there are too few paladins, and the other categories of fighters are too few. It is they who are involved in the maintenance of mechanisms, bunker systems and weapons in the Brotherhood of Steel, since the time of scribes is too valuable. They are the ones who even prepare food. They also handle the small shopping, supply and logistics of the Brotherhood of Steel, supporting most of the Brotherhood of Steel's diplomacy with the Wasteland, while the Elders only appear in the most important negotiations. It is around this issue - ensuring the functioning of the Brotherhood's military machine, that the knight's plot campaign will figure.

He finishes his training and goes for a new assignment in Maxson, where he is sent from the beginning on a series of training in order to identify his talents that may be useful to the Brotherhood of Steel. Players will see a wide variety of aspects of the work of the Knights of the Brotherhood of Steel, from performing police functions in Maxson itself to fixing the air purification system. It turns out that the hero has a talent for working with numbers and documents, and therefore he is sent to deal with the purchase of everything necessary for the Brotherhood of Steel.

It turns out that stolen goods from the entire territory of the Brotherhood of Steel passed through these places, and the decrees came from one city - the Hub.

In the Hub, the player will have to go to the underground to find out that the corruption scheme is led by the head of one of several sales offices of the Brotherhood of Steel outside of it. The player will have to face him in battle in order to try to arrest and then kill. But the situation itself shows the problems that the Brotherhood of Steel faced in a rapidly developing world with the limitations of its centralized bureaucratic machine. As a result, the knight will be invited to meetings of the Council of Elders, where he can either speak out in favor of easing the exchange with the inhabitants of the Wasteland, or for additional tightening of the screws.

Either way, he will receive a reward for his investigation and assignment in the Mojave to oversee Elder Elijah's supply chain.

I read this the first time through, and I thought it was fine. However, with more thought, I think this needs a modification since the Legion are the token Bad faction. People really shouldn't want the bad faction, so maybe, more commentary on the Brotherhood of Steel's smarmy attitude or the false belief that there's more social movement working in the legion than the rigors of the Botherhood.

That's fine if a person wholeheartedly wants to be Bad, but to borrow WOW as an example, quests can be diluted to a point where the player has no concept of what they're doing nor why the quest giver wants Bear Ass.

Well, this is unlikely to be done. In the sense that if the player does not want to delve into the plot, he will skip any dialogues. It's no coincidence that even in story-driven games there are such opportunities.

Actually, I thought about it. Use content from 1.5 Resurection, which talks about events near Albuquerque, a technologically advanced state centered around the Vault. In this world, it can be a rebellious city that has rebelled against the Legion, which the Legion will try to conquer, and the rest of the factions will be attracted as an ally.
