Only if we actually DO time dilation. When we have sorcery we are going to vote on what to do with it, and "teach mortals now" vs "teach mortals later" will come up. And people can vote to teach mortals first
I think that anyone who wants Sorcery is sufficiently focused on the longer term that they'll see the utility of laying the foundations for something bigger and better down the road.

You personally said we should get sorcery so that when anys comes to fight us we can use it to banish any demons following her "more efficiently" than killing them with our sword.

If you don't get instant gibbed by an incredibly powerful poison, of course, with Sorcery there are often ways out - Travel Without Distance to teleport 50 miles away in one action, for example!

Elero asked me to illustrate a scenario where we might need Sorcery and wouldn't be able to contact Ayala, so I provided one. It's not like I want Sorcery so we can specifically do that one thing; I'm far more interested in the utility applications.

Hm, you guys know you can strengthen your respective side by describing what governance actions you're taking, or what sorcerous Workings you'd be looking towards? With the vote so close it's almost entirely down to arguments at this point.

I am very tired today, because I got no sleep on account of my brother's cat fighting my own in a battle to the death, and the "HISSSSSSSS" noises of two battling cats is armor-piercing.

While I'm not convinced that attempting to limit break is the wisest thing to do, it's already been accepted. As for the actual choice, I want to pick up sorcery, but not at the risk of revealing Ully's solaroids. I'm hoping Nelul could run damage control once she's here for a better chance of a discreet acquisition of Sorcery.

Umm... well, I'm not really good at the specifics, but how 'bout this?

1) Integration of thaumaturges into society. We've got a small subset of people with the power to help, but I'm guessing they're isolated and stuff. We need to get Luseng more comfortable with the idea of magic being a thing that exists and isn't necessarily all grody and something done only by Fae and the Anathema. Create more jobs by getting people to supply the thaumaturges with whatever they need to do thaumaturgy stuff, then hopefully that'll in turn benefit the community.
2) Double down on the prayer optimization. Make Pan a role model and siphon off bits of worship to empower the deities that are actually willing to spend their power on helping people. Try and foster camaraderie between spirits/mortals. This also happens to make Luseng more generally magical and maybe we'll get a few people with divine blood out of it to help in the long run. Basically, the Shining Metropolis needs to also be a magical Metropolis. Lays the groundwork for Sorcery being accepted and also takes the sting out of any grudges the city deities might still be holding. If they don't want to change with the times and get their prayers, that's their problem.
3) Does reclaiming and resettling the farmland count as a governance action? 'cause we really need to vent some of our peasants before we get, like, food riots. Trust me, those aren't fun. People need homes and they need something to occupy their time and Luseng needs to plant crops if we don't want to rely on trade to fed 20k people and open ourselves up to being hit with sanctions and boycotts. Also if we take back more land that means we get more people for our prayer mills.
4) Administrative stuff. Open up advancement tracks that motivated and competent people can use to rise to the top no matter their origins. Obviously it's gonna favor those who already have higher education, but over time this should kill any class system Luseng might have going on. Consolidate kind of already does this, though.

Filling out the spots of the legion with refugees and training them up.

Rearranging the city watch to be more efficient and cut down on crime, or get the lesser spirits to keep tabs on people and report illicit activity.

Get Uncle Pan to ride herd on the lesser spirits and get those slackers working if they want worship.

Pushing the beastmen away from jade mountain and incorporating the refugees there.
 
Hm, we do have an awful lot of refugees, and probably not enough soldiers. With the imminent windfall from our trade deals, we can afford to turn some of those dispossessed peasants into soldiers, with the aid of Talomar and the other Dragonlords. They're not focused on expansion, so now's the time to train. Well, according to Ulyssian it's always time to train, but it's doubly true in peace.

That sucks. Shoulda abducted your cat and taken a literal catnap. Very restful.

Error 2 - Max 5 actions may be taken, upon the crown costs 3 action slots. Total actions 6/5
Problem 1 - Triggers a limit break without consolidate power to redirect it towards "acceptable targets". While not an error that would invalidate the vote, this is extremely unwise choice
