Hm, you guys know you can strengthen your respective side by describing what governance actions you're taking, or what sorcerous Workings you'd be looking towards? With the vote so close it's almost entirely down to arguments at this point.
Umm... well, I'm not really good at the specifics, but how 'bout this?
1) Integration of thaumaturges into society. We've got a small subset of people with the power to help, but I'm guessing they're isolated and stuff. We need to get Luseng more comfortable with the idea of magic being a thing that exists and isn't necessarily all grody and something done only by Fae and the Anathema. Create more jobs by getting people to supply the thaumaturges with whatever they need to do thaumaturgy stuff, then hopefully that'll in turn benefit the community.
2) Double down on the prayer optimization. Make Pan a role model and siphon off bits of worship to empower the deities that are actually willing to spend their power on helping people. Try and foster camaraderie between spirits/mortals. This also happens to make Luseng more generally magical and maybe we'll get a few people with divine blood out of it to help in the long run. Basically, the Shining Metropolis needs to also be a magical Metropolis. Lays the groundwork for Sorcery being accepted and also takes the sting out of any grudges the city deities might still be holding. If they don't want to change with the times and get their prayers, that's their problem.
3) Does reclaiming and resettling the farmland count as a governance action? 'cause we really need to vent some of our peasants before we get, like, food riots. Trust me, those aren't fun. People need homes and they need something to occupy their time and Luseng needs to plant crops if we don't want to rely on trade to fed 20k people and open ourselves up to being hit with sanctions and boycotts. Also if we take back more land that means we get more people for our prayer mills.
4) Administrative stuff. Open up advancement tracks that motivated and competent people can use to rise to the top no matter their origins. Obviously it's gonna favor those who already have higher education, but over time this should kill any class system Luseng might have going on. Consolidate kind of already does this, though.
