I mainly agree with Vitaris's suggestions. I especially liked the idea of making Uncle Pan a sort of sympathetic leader to the other gods. They're a petty lot in general, but he strikes me as an individual who cares about his duty and his responsibilities. Making him a role model for the other gods (possibly via thaumaturgy) strikes me as wise, even with his distaste for Sorcery.
Why does he dislike it? Do we have a reason for that? Is it something from the Usurpation perhaps? Or maybe just a general dislike of people fiddling with things Man Was Not Meant To Know?
Anyway, besides making a magical metropolis, I think the top things I would consider would be making use of the excess population in a variety of ways. Settling farms as was suggested should help prevent food riots, and the large numbers can also be trained up to help fill out the Legion as well as possibly increase a civil guard. I'm not sure what the local emergency response structure is like but given the refugee influx it could probably be better.
I would also like to begin a series of aggressive education reforms. A happy, educated populace is WAY more productive than an uneducated one. Just getting vital life skills spread out in the populace in higher proportions should help dramatically. It's like with CPR, the success rates are much higher in the US in places like Oregon which have a very high per capita rate of training than in say Massachusetts.
As Rihaku has mentioned Saerry, getting her in for a visit would serve many purposes. We've been building a stronger relationship with Nellens through our soon to exist Diplomatic Corps and our husbanding of the Legion. Saery is an old friend who was once our betrothed, and having her come in even for a visit would be a nice visible mark of favor from the House and a way to get the wheels moving in the Realm more. Also, we hte players like her in general and would like to see her again. I wrote in one of the letters so there's SOME communcation.
Someone else could do more? I think that's about it though.
