Didn't Rihaku note somewhere that going with Metropolis probably necessitates an alliance with either Lily or the Fair Folk in order to get the combat prowess we need?
Considering that the Lily is actually one of the two factions we'd have to fight for the mountain, it stands to reason that we might want to make do with relatively conservative fraud, a loan from Zao and our reserves for this turn so we actually have a personal action to go looking for the alliance we're likely to need.

Loyalty is fanatical so we can afford to take a bit of time to get the prophecy set up and train up some troops / wait for reinforcements. Prophecy takes awhile to get going, and it will only snowball once we pick up the mountain.

Plus, in a general sense, I'd like the populace to get used to the idea that we will alternate action + disappearance for bureaucracy (prophecies) actions. That will condition them to not freak out every time we try to prophecy, and in fact, think that we're just coming up with another brilliant plan to better things. "Oh, that's just the governor wrangling all the viziers and fixing our city. He'll do something good. We just gotta wait," is the idea I'd like them to have.

None of the other options are a long term solution to the problem we face except for assault on the Emerald Mountain. But really that is an even more risky move then simply letting our already more then sufficiently high city mood, administration and loyalty fade a little. The two option together cover both short and long term expenses and are the only options that explicitly synergy together.

Earth and heaven wellspring ALREADY uses up our personal funds so "Tap the Reserves" won't do anything, instead you should go for the "A Small Favor" subvote for "Beg Zao for Money"

Taking the Mountain now is just more efficient in the long run, as not only does it erase our economic problems, it frees up a personal action down the road that we would have otherwise needed to spend on doing it. Plus, I rather enjoyed the fanatical loyalty of the populace, and I think Ulyssian did too. Since their adulation clearly meant something to him, I'd like to capitalize on our heroic streak and avoid eroding the loyalty we've inculcated.

I haven't done the math, so I'm not sure this covers things. I think Luseng's in a bad situation, so we can easily justify paying less taxes. We'll be able to make money back with the wellspring, and eventually, the mountain.
I don't think we should assault the Mountain now, but we certainly should as soon as we have some backup.

Minimize risks, maximize rewards.
roll dice well or get some negative that you can bounce back from is much better than roll dice well or quest over.

Also, abject fraud would work so much better if everyone was doing it. for example, if we went with subversion
