Spectacularly for others, terribly for uly.
We rolled 11 successes and the ritual needed a min of 10 to succeed. It was explicitly stated that we nearly botched it and barely pulled through (thanks to boosters) in the fluff. And the results we got were sub par (pan).
In the same turn we rolled 25 successes on admin. 18 successes on admin and 35 successes on war (edit, correction made)

Luseng is also part of our power base now; she would prefer to keep Zao around if at all possible, since he does serve a vital function in defending the Realm, it's his pet Solar she takes issue with. She won't hit him when she could hit us harder, which is why I'm not voting for that option.

We did reasonably well, just not on the level of 'reclaim thousands of miles' worth of territory without losing a single life'.

We did reasonably well, just not on the level of 'reclaim thousands of miles' worth of territory without losing a single life'.
Ah, my bad, it appears I was mistakenly looking at the results of our prayer optimization program instead.

There is no need to be rash here. As a Solar we only need a small amount of time to make our influence known and this gives it, without a risk of us causing ourselves long term harm. Lowering our taxes, while getting a capital injection will give us that sufficient time and we will pay that loan back with ease.

The risky options in this update are incredibly so. Rihaku has said in the past that when the Cutter is going back to the Realm it is the Satrapy's responsibility, for the exact reason that they may be tempted to assault it to get the money so that should be automatically out. Making an large opposing roll against Anys Syn and the Auditors for a small amount of money is also reckless given she would have anticipated it, and it means little to us at the end of the day. We need a few weeks/months to gather our strength then we assault the Jade Mountain and our income issues are gone forever.

We have enough time to leave them to potentially open conflict with one another, while if they don't we would be gathering our strength to forcibly evict them.

Hmm, I wonder if we could turn the Lily and Ragmar against one another with a prophecy tailored to weaken the forces holding the Emerald Mountain? Or at the very least, we could make it more vulnerable to assault on a certain date and under certain circumstances. I mean, of course an all-out assault would be risky, but Ulyssian is all about leveraging all the possible advantages to do the purportedly impossible. If we can take a day to bilk Syn out of a paltry sum of 500 obels a month, then we can afford to take a few more to ensure that our assault goes off without a hitch.

Takes time and effort to raise them again and even more to sell the idea that this is tax not robbery.

She could push it through, but it erodes her credibility...and more importantly it means she's not doing something else big to fuck with us while she cranks the taxes, Finally, time = reinforcements, training and generally getting to the point where even a direct assault on us is futile.

We're solving the cashflow problem AND getting our infrastructure in place, for instance, predicting a boom in sorcerors and thaumaurges, which then relieves cashflow problems...and even if taxes go up again, we'd still have a shitton of sorcerors and thaumaturges.
 
How long will it take us to get reinforcements for the Jade Mountain?

The place is still being contested by an Ulyssian-Tier Abyssal with a lot of prescence charms and a Lunar.
 
Even if we get caught defrauding the Realm to a large extent, it will pretty much be a game of who blinks first between Anys and us. Of course, we don't really want to rebel openly against the Realm so early, so if we get caught, we have to give face and play along somewhat.

However, the biggest problem Anys has is that there is only so much she can do to us. If she wants to do anything to us, she has to balance the fact that Luseng is extremely valuable to her, and she does not want to lose. If she does something too drastic, pushing us to open rebellion, she will lose Luseng while also ensuring that we kick off the Realm Civil War by spamming prophecies to ensure that she cant send legions against us, and she knows it. Furthermore, with our personal power, we are perfectly capable of crushing a Realm Legion singlehandedly, which kinda limits how much she can enforce a punishment on us.

Of course, this assumes Anys decides to behave rationally, which we have seen is not a sure thing.

If she does something too drastic, pushing us to open rebellion, she will lose Luseng while also ensuring that we kick off the Realm Civil War by spamming prophecies to ensure that she cant send legions against us, and she knows it. Furthermore, with our personal power, we are perfectly capable of crushing a Realm Legion singlehandedly, which kinda limits how much she can enforce a punishment on us.

Mm, it depends how many Terrestrials are in the Legion. 10-11? Fine. 50? That's a problem.

Not all that much harder than conservative fraud and of course has the benefit of making our Satrap appear to be drowning in debt. This alone might make Anys lay off due to how poor it will appear we're going.

[X] Tap the Reserves - You can hold out for a full month extra at current burn rates if you are willing to spend your personal wealth. It's for a good cause! Stalls your government's bankruptcy while you work on more important things than mere money. Doesn't consume a personal action, either!

I like this more than begging for money and we can always take the money back once we're in the black.

I'm leery of taking any of the personal action decisions because there's a good chance something important that requires Ulyssian's personal attention will come up and spending that action now might be hasty. That being said if there wasn't anything that required his attention Earth and Heaven Wellspring would probably be my option of choice since it would likely synergize well with Shining Metropolis.

Now at least, with the Behemoth causing so much damage, and the Satrapy losing so much territory, we have a plausible reason for why our tax is much lower than what it was previously. Since we are stabilizing the situation, the tax situation should be expected to stabilize as well, so there should be little reason for it to drop later on?

Ignoring the tax situation, there are still other things to consider. Firstly, morale. While loyalty amongst the civilians is high, it is going to lower if nothing changes. Currently, we cannot lower taxes due to fact that we have negative income, but that is something to consider once we are in the blue. Related to this, we can probably start employing more people for prayer, both for Uncle Pan as well as the other gods. While they arent going to dare to do anything, I would rather bring the gods into our camp when we have the time.

Speaking of which, while its unlikely to do anything, could we send a letter along with the Realm ship asking for a temporary relief of the tax burden so we can rebuild. Point out that the tax is crushing the mortals, as well as draining the money needed to fund the war to gain back Luseng's resources. While I doubt it would do anything, it would at the very least be in the public record, giving us some possible propaganda piece/justification for the masses.

Also, I vote we actually spend some XP if we are actually going to go into combat.

Got any Charms in mind? Ox-Body or something? Protection of Celestial Bliss? Or something more like the bodyguard Charm?

Expensively to your (and her) mutual enemies, yes.
 
Well, for charms, probably Celestial Bliss to give us a defense that works if we get crashed. Ox Body charms still seem like a pretty large waste. 3 health levels for one charm slot?

For Evocations, while Storm Armour does give us more defense, I'm not too sure if its efficient since we already have the Smashing tag, and our anima is already inside our blade. Flying seems useful for dealing with mountainous terrain, thought.

Ambition's Evocations seem more efficient, but still leave the problem of us being relatively fragile.

Well, heavenly guardian defense deals with all non-flurry decisive as long as you have enough Initiative to power it.
