If we don't try and Fraud the Realm now, would it not be much harder to do so later? Now at least, with the Behemoth causing so much damage, and the Satrapy losing so much territory, we have a plausible reason for why our tax is much lower than what it was previously. Since we are stabilizing the situation, the tax situation should be expected to stabilize as well, so there should be little reason for it to drop later on?
Ignoring the tax situation, there are still other things to consider. Firstly, morale. While loyalty amongst the civilians is high, it is going to lower if nothing changes. Currently, we cannot lower taxes due to fact that we have negative income, but that is something to consider once we are in the blue. Related to this, we can probably start employing more people for prayer, both for Uncle Pan as well as the other gods. While they arent going to dare to do anything, I would rather bring the gods into our camp when we have the time.
Speaking of which, while its unlikely to do anything, could we send a letter along with the Realm ship asking for a temporary relief of the tax burden so we can rebuild. Point out that the tax is crushing the mortals, as well as draining the money needed to fund the war to gain back Luseng's resources. While I doubt it would do anything, it would at the very least be in the public record, giving us some possible propaganda piece/justification for the masses.
Also, I vote we actually spend some XP if we are actually going to go into combat.
