[Exalted, ?] Most High

Well, we can get Speed the Wheels or Indolent Offical charm. One speeds up while the other slows down a bureaucratic task by up to Essence degree. Instant, 1 day, 1 month, 1 season, 1 century. Thus, using StW, something taking a century can be done in a day.

Currently not enough XP to flash buy tho.

Speed the Wheels sounds pretty damn fantastic though, that could get the Ghost Water up to snuff with astonishing speed! Also, have a very short Omake about a young Great House representative headed for the big city in support of Shining Metropolis. I wanted to write a bit more but this was what came out. Kana is really excitable tho.

##Fanwork Word Count 611

V'neef Kana was excited! She'd been chosen to travel to Luseng to set up the Houses buisness interests in the Satrapy now that things had solidified. Luseng had long been a vital part of the V'neef trade network, and the fact that it was open again was wonderful! For a time it had seemed inevitable that it would be destroyed or otherwise co-opted by hordes of Anathema, malicious Fair Folk, or even one of those nasty Deathlords, but the new Satrap, Sesus Ulyssian, had worked miracles! Truly, he must be as blessed by the Dragons as rumor said!

While the majority of the land of the former Satrapy of Luseng was still in enemy hands, Sesus had gone out of his way to ensure that the great treasures of Luseng remained in his hands. He had then proceeded to maximize the strength and growth of the area under his control. Luseng was now known across the Realm as a shining city of trade, culture, and wisdom. Its ruler was acclaimed as a genuine Philosopher King, who ruled Exalted and mortal alike with a benevolent and munificent hand.

That was not to say he hadn't also displayed the martial strength characteristic of his House. He had pushed back all the would-be invaders and made of his land a fortress. It was said that he killed Anathema himself, and annihilated entire armies almost single handed! Truly, House Sesus had produced a scion of impeccable strength in this one. Strength that had only been enhanced by his tutelage under the legendary, if eccentric, Admiral Zao. He was even that great warrior's chosen successor, and he'd killed the equally legendary Cathak Polemgaos in single combat! *squee!*

Kana calmed herself. She had been sent to ensure that the various trade agreements that had been in place before the recent crisis were still valid. Trade was the lifeblood of Luseng after all, and House V'neef wanted access to the beautiful metropolis of rumor. Kana knew that she wasn't the only representative on her way to Luseng. Merchants and bureaucrats from all of the factions of the mighty were traveling there from across the Realm, eager to take part in the new prosperity that Sesus Ulyssian had brought to a once doomed Satrapy.

It was Kana's duty to ensure that House V'neef furthered its goals, and strengthend its positions. If that meant she got to see a city that was said to rival the Imperial Capital in beauty and grace, well that was just her good luck wasn't it? Luseng's reputation had grown so great, that it was now regarded as the place to be by young dragonblooded.

There was always new opportunity in Luseng, new chances to make your fortune or your name. According to reputation, Sesus Ulyssian was truly his master's successor, following in the same odd footsteps, always on the lookout for talented and competent young Dragonblooded, and if her briefing was to be believed he had attracted a number of talented Outcastes and dynasts, training them in his own inimitable way to the level of sheer excellence. It seemed that what mattered most to him was how effective a prospective dragonblooded ally was, rather than who they knew.

Luseng's reputation had grown so great so swiftly, that a good recommendation from it could get someone work almost anywhere in the Realm or its satrapies! Kana was looking forward to meeting this dynamo, and perhaps seeing how much truth there was to the rumors of his greatness. Though things had stabilized in the Realm of late, the throne still stood empty, and an ally such as Sesus Ulyssian did not come but once a lifetime!

Well, I'm not sure if it would work, but by building the greatest city in Creation and empowering Uncle Pan, could it give him sufficient power and influence that he could help us with affairs in Yu Shan?

I am somewhat surprised that the Shining Metropolis doesn't attract Dragonblooded though. You'd think that it'd be a choice assignment with the tremendous reputation bonus and a great house backing it. If nothing else I would expect the Shining Metropolis to be an extremely attractive place to live and work for the Dragonblooded of the Realm.

The Realm is beseiged on all sides. Satrapies that are productive will have resources extracted from them, not committed to them.

Well, it still exists within the scope of the Bureaucracy skill, and a well-run bureaucracy will be quite efficient even in its absence. For example, it could help organize the labor chart and payroll distribution of a million man labor force, but that labor force itself won't work any faster - it'll just have any bureaucratic obstacles removed, and the benefits of an efficient Bureaucracy behind it.

Could you point out what they were, then?

If you can't read my posts you can't read my posts. Its just that simple. I've said nothing but the point in ever single one of them except this one in the last few pages. At this point I'm just going to say "Called it!" when the issue inevitable crops up again. Due warning people. I'm tired of pointing out the blatant weakness we can easily take care of with a minor sub vote addition. It doesn't have a chance of hurting us and improves our odds of success in everything we do immensely at this point. Let me reitierate, no downside, immense upside. And yet you people don't pay attention at all.

Ultimately, this is about what you guys want to see. War and dynamism, constant conquest, meeting interesting people, killing them? Or slowly cultivating and building up an incredible bastion of power, while reacting to enemy action and deploying major initiatives of your own.

Well, if we go Empire, we would almost certainly have to reveal ourselves as Anathema, seeing that any Celestial Exalted that join us would have to openly show off their nature to be of use. At the very least, it is going to cut off any support from the Realm we will get.

Furthermore, even if we do get powerful enough to oppose the Realm, it's kinda stupid. We chose the options that allowed us to build up a power base in the Realm, and if we choose Metropolis, our power and influence within the Realm and it's Satrapies would be immense, especially considering the support of a Great House. Regardless of how much we expand, it is highly unlikely that we can match the influence we can wield as the Realm is an institution that reaches in all four directions. In addition, by being a role model for other Satrapies, it means that we can affect them simply modifying how we run things. Let's not throw that away.

Becoming estranged from the Realm would also make life difficult for our friends and those who support us like Zao. In addition, if we are estranged from the Realm, it would give Anys more power, allowing her to consolidate power there and use it to her own ends.

If it actually results in us fighting the Realm, it would be a massive waste of resources on both sides that could be better used to help safeguard Creation. We already have enough enemies that we do not need to turn someone who is nominally our ally into an enemy.

Creating an empire would also attract a lot of attention towards us. Considering how easily Poppy recognized us as Odyssisal, getting more attention on us risks other people recognising us. If that happens and someone decides to inform Yu Shan, we would also have to contend with gods trying to kill us before we become any more powerful. They might even work with Bronze Faction Sids and allow them into Heaven if it means that we would die.

You did get a power base: this Satrapy, and half a Realm Legion!

Well, it is Nellens.

Well, Metropolis would benefit from learning Sorcery more, so combining workings with Prophet would not be too hard for it.

As for Empire, it would probably benefit more from buying war charms. Without them, there is a very small difference between it and Crown boosted Bureaucracy.

As for what I want, I feel metropolis would allow us to know and interact with our allies and friends more, as fewer new characters would be needed to and eat up the screen time. Fewer characters would also allow for more development of the characters we already know.

Or we can do both! While also laying the logistical groundwork for a combat force might enough to relieve Lea! Because if we're going to aim high, lets aim beyond the farthest star!

You still only have limited time in which to take action.

You can, however, use multiple War Excellencies in a scene! And War is a skill that benefits from being boosted multiple times, as your Order and Rally / For Numbers actions are all War.

Mmm. Well, some people will likely die. Inevitably, I'd say, given the playerbase's risk-taking tendencies.

New You guys have accumulated a quite substantial amount of Solar XP. Would you like to save it, as a reserve against future Spell and Working purchases, or spend it now on Evocations for Ambition or the Storm Armor? You could also raise your Abilities or Attributes, if you have time, though which Abilities and Attributes you can raise depends significantly on the path taken (Charisma & Appearance for Empire, Bureaucracy & Occult for Metropolis, etc).

As Crowned by Metis and Peerless Skill (to say nothing of Stroke of Benevolence) show, Ambition has Evocations that are quite powerful outside of combat. You can very nearly afford 3, which would be a major boost to whatever your future efforts are. Of course, that is a stock not easily replenished, as you regain Solar XP slower than Normal...

You also have enough XP to Flash-buy two Charms. Favored Charms only, though.

Straw Poll (Don't X votes) -

*Save It for Later
*Buy Evocations Now
*Train Abilities / Attributes Now

You will have to Train Occult at some point if you want to pick up Solar Circle Sorcery.

I'm for Train Abilities/Attributes. A strong foundation is most bueno! Plus, if we DO go the Sorcery Route I want that sweet Solar Circle! If Empire wins, then well better Appearance will help shore Ulyssian's weak social capacity, even if it IS less of a god stat than it was in 2E.

Charisma is more helpful overall, probably. It affects actual interactions instead of just how you look and your body language. Attributes and Abilities offer a LOT less raw imminent power than Ambition Evocations do, though. 3 Evocations is a lot, too.
