2 only as things like Travel time now come into play. More on this later but you are now hitting the limits of personal power and will be hitting the same limitations that the Emperor is hitting as you expand more and more.

One small note here, Fan has one ability the Emperor does not, the ability to split off clones of himself. Couldn't the Akuma take actions? I mean they are even in constant telepathic communication. If anything they are even better than heroes under these circumstances, even while they are personally less powerful.

Akuma are the reason why you are not restricted to taking actions in the system you are in.

They are acting as relays. Allowing the circle members to lead projects from thother side of the galaxy.

It is a bandwith issue. You can only focus on so many things before quality suffers.

VEE to people? Yes. That is how you are speedrunning so many things.

To Circle Members? No. Fan is satisfied and outside of helping him find the Men of Stone or gaining an intimacy via event, it remains locked.
 
Fan went from tribal chief to planetary ruler. From failed Shaman to Shaman Supreme. From having no family to getting both Lorgar and Dharok.

Success has its downsides too. In this case, you won so hard that Fan does not know what else he would want, outside of the Men of Stone.

Reasoning
  1. Sending Fan to the more dangerous tech missions because he is the Exalted, the closest to being omni-disciplinary and other than Thalassa the best with tech. At the same time if we do stumble on a Man of Iron, Daemons or the like we can try out that shintai form on them. Fan is just plain better in terms of combat than Thalassa is
  2. Sorcery sounds like just the thing to make the harsh conditions less harsh, none of the others can do this since Thalassa is limited by our tech base and no amount of encouragement will make people do the physically impossible
  3. Sending the spiritual diplomat to do spiritual diplomacy, the nice thing about the kind of broad animism we practice is that it is easily syncretized
  4. Same principle as the above, it is harder, but he is a social primarch doing social things. He is one of the best at this
  5. Dharok is best when he has an enemy in front of him he can shoot, this gives him one
  6. Not quite as easy for him, but I trust him to be able to deal with unknown gribbles and if he encounters something too odd he will be in coms range of experts in 'odd'
  7. This may look a bit odd but remember Thalassa is modular, she can set her primary to social and he inhumanly good at it and since this is just trade not trying to integrate them yet she should have an easier time than Lorgar in either of his missions
  8. 'Near Limitless Source of power' sounds like something any tech priest would love

Sending Fan there could be interesting just from the flavor perspective of sending a Green Sun Prince to a bunch of sun worshippers.

Wonderful plan overall, but I suggest we switch Varush for Elyn

Unlocking further exploration sounds more appealing than more scientific breakthrough when we take so many other science forwarding options this turn (be it by diplomacy or our own research)

Here is the exact text.

A character cannot have more than one wish granted if they have a task active or pending nor can the task assigned be trivial. It must be something that progresses the Infernal's intimacies and/or goals.

Right now, there is not much on intimacy and only the Men of Stone goal remains. So you are left waiting on VEE for Circle Members.
 
Oh and urge also works for VEE. Just that the urge in question is this.

The Infernal may replenish her Essence whenever she learns secretive or forbidden lore of the supernatural world, or binds an unwholesome being into her service.

The Circle are close enough that this does not apply most of the time as they freely share secretes and Fan's intimacy prevents him from exploiting this.

It varies as you go further. Warp jumps alter the timelines. Not enough to mess you up but adds complications as I do not like instant lossess.

Right now? Still 6 months.
 
Unfortunate, but the current VEE lock is what it is. Patience. It will come in time.

Until then, however, Lorgar is going to have to fully master all his remaining psychic powers the slow, painful way. It will be a further delay for Lorgar internalizing his psychic powers, but it cannot be helped.

Hm, one had hoped that a Craftworld would be in the vicinity for Lorgar to meet and hopefully start the process of working towards friendly relations. Perhaps the encounter will happen at a later time.
