You can't do planetary rituals. The options I presented are more built upon prayer eating then anything else.

As for the rest, even if you could, the people would object and enough group, even if it would be a vocal minority would object. So you will have to deal with that.
 
All the Integrate and Council options I guess? Not sure on the others (currently in a birthday/debut party), but yeah... Will check back later (if I'm not Dead Tired) on any plans then.
 
Does worldsoul have any end goal or any sorta drive before and now? ember quest planet tried to upgrade its inhabitants constantly. Does suffering chaos and Mask of winter force it rethink its priorities?

Dharok, integrating MS is vital given our government type and special forces are can help solve some issues during peace time before we leave for the stars.

Lorgar making an Assembly for loyalists to discuss and helping them unite into blocks that are easier to managed is to me at least a basis of govemnet.

Thalassa starting the research of humanities lost tech and helping integrate Machine Spirit is straight up wet dream of any tech-priest and to me at least is most cost effective thing for now.

Fan Morgal should focus on finding psykers (as they are dangerous even without chaos, enslavers are still a thing), and council is efficient way to keep things steady

The Worldsoul is just that. A world. It does not have zny more thought or drive than an earthquake or a volcano. It can just interact wigh Fan and Form a Jouten due to Fan and the Shard's interferance.

The hate is more an immune response than anything directed.

It introduced the concept of industry but not really.

Though personality is pushing what it has. It can interact with fan but interact is not necessarily communicate.

As spirits grow more powerful the bigger their scale becomes.

The Worldsoul is at thd scale where only Yozi or Yozi like beings, can interact with them and get somethkng other than a screaming meat wall from the Mass Effect 1 beacon.

Yes. Spirits do, since they are at the human scale.

But a planet works in the geological scale, i.e million of years. So what are a few hours in the face of that? Their mindset and values are so spreadout that it might as well as not be there.

Do not mistaken the Jouten as the Worldspirit.

Also, they are not Yozi, i was using that as a comparison.

This is not applicable as the Worldspirit cannot respond on a human timeframe. Its Jouten can. And you do not know about the Jouten being enlightened or not.

No? That is not how they work. Life only forms a part of the planet, but no where near all of it.

Yes. This is already happening with the Grox and Ambulls. That is why you got a free t2 and t3 army of them.
 
@Yzarc, could Fan and/or Dharok have a modular and so removable Cortex implant?

I think you said before that it would work for Fan because it was modular, so it was like temporary like other gear rather than a permanent thing that was incompatible with his Exaltation, similar to power armour, so he could benefit from the superhuman modifier it provides while it was installed.

Would the same logic apply to Dharok being able to use it without conflict with his Mythos? He doesn't have any Mental multiplier anyway, so the fact it doesn't stack wouldn't matter.

Reasoning
  1. Get as much use out of Dharma's voice as we can as fast as we can, the sooner we get those Marines the sooner they can be useful
  2. Right now we have nothing at all in space, this at least gives us some eyes up there as well as starting to train some people for Void Operations
  3. Given the anti-Chaos nature of the planet we can afford to have some focus on efficiency rather than always going security. That said I like this over uniting the factions since they will provide us with a diversity of perspectives which is quite useful
  4. On that note since we are keeping the factions separate it make sense to allow for a legislative, to the Council of Elders' executive
  5. As can be seen in the present plan we are nowhere near resource cap, but we are limited by advanced resources. I'm putting Lorgar assistance here since the faster we have the resources the sooner we can use them
  6. The sooner we get this the better given the government we choose to use and it is also just a good bang for our buck.
  7. Though not as dangerous to us as they are to most people in the setting, since the world soul is keeping a close eye for Chaos unsanctioned psykers are still very dangerous politically with a significant part of the Population recalling the collapse due to psykers popping up all over the place, the last thing we need is some video of a poor sod becoming a warp-portal trending while we have no apparatus to point at as responsible for fixing the problem. Getting this done fast is also why it has a Thalassa assist
  8. On that note we need those basic spies, it would be nice if everyone was friendly, but they are unlikely to stay so. This gets us a chance to catch something like the mystic rebellion before it happens
I also included the locked actions for ease of reading by the GM, I always found it helpful to have everything in the plan instead of having to go back and check what was locked.
