knowing when someone would be a good fit, teaching that which one was never taught, but Dharok had to admit it was... comforting to deal with more rural folk, those who lived father from the cities and closer to the land. While they certainly did not have the same upbringing he did, it was closer than that of the city-dwellers from the ages of light. He often saw himself in the faces of the youngsters yearning for adventure.

--[X] Stunt: As great as the gifts of the world-soul might be and as deep as the pool of talent might hold Thalassa knew there was still much of the technology the ancients had bequeathed to their descendants that was beyond them for one simple reasons, they did not have the materials to make them. The factories of the post-Revolt Era were designed for a time of increasing interstellar turbulence and isolation. While the planet may still be isolated at the moment the gifts of the World-soul could more than make up for that ancient trade

--[X] Stunt: She had never thought of herself as a diplomat, truth be told she never really liked the politics of the Machine Cult, yet here she was in the midst of diplomacy far more arcane and delicate... and she was having the time of her life. --[X] Stunt: The first step in detecting a psyker was to ask a spirit, they were often most aware of the sudden brightening of a soul or of those who drew on the Warp without care, but most spirits of the wild could not easily speak with those who were not shamans. That is where Thalassa could help, machine spirits by their very nature were integrated into a vast communication apparatus. Now came the hard part, training and teaching those who would make use of that information. To move with compassion, but with haste, with the understanding of a shaman and the determination of a warrior. Each one would be unique and dangerous, each one a child of Colchis

--[X] Stunt: If there was one thing being able to pull information from just looking at someone had taught Fan Morgal it was that too much information could be as dangerous as too little. There had to be someone trustworthy, someone trained to sort and analyse the masses of data before it got to the eyes of the circle. Good thing he had that ability to pull insights out of thing air to sort them.
Reasoning
- Get as much use out of Dharma's voice as we can as fast as we can, the sooner we get those Marines the sooner they can be useful
- Right now we have nothing at all in space, this at least gives us some eyes up there as well as starting to train some people for Void Operations
- Given the anti-Chaos nature of the planet we can afford to have some focus on efficiency rather than always going security. That said I like this over uniting the factions since they will provide us with a diversity of perspectives which is quite useful
- On that note since we are keeping the factions separate it make sense to allow for a legislative, to the Council of Elders' executive
- As can be seen in the present plan we are nowhere near resource cap, but we are limited by advanced resources. I'm putting Lorgar assistance here since the faster we have the resources the sooner we can use them
- The sooner we get this the better given the government we choose to use and it is also just a good bang for our buck.
- Though not as dangerous to us as they are to most people in the setting, since the world soul is keeping a close eye for Chaos unsanctioned psykers are still very dangerous politically with a significant part of the Population recalling the collapse due to psykers popping up all over the place, the last thing we need is some video of a poor sod becoming a warp-portal trending while we have no apparatus to point at as responsible for fixing the problem. Getting this done fast is also why it has a Thalassa assist
- On that note we need those basic spies, it would be nice if everyone was friendly, but they are unlikely to stay so. This gets us a chance to catch something like the mystic rebellion before it happens
I also included the locked actions for ease of reading by the GM, I always found it helpful to have everything in the plan instead of having to go back and check what was locked.
