Because growth is a thing that exists. Chaos at least in this grand abstract scale is static, we are not. I'd feel a lot more comfortable voting for the test if we had more than one solitary social charm, that we did not even take for that reason.
For me it isn't even about the reward. We are bullshit. We shouldn't ever be afraid of challenging chaos and even if there are setbacks as a result we'll come back stronger afterwards.

We are indeed bullshit by any reasonable standard of the universe we find ourselves in, but that is not what makes the Solar Exalted scary (An Infernal being a Solar with some unlicensed after-market additions). What makes someone like Fan bullshit is that given enough time he can overcome any challenge, endless growth.

Tbh, that smells like a trap designed to finally catch Logar and the pest that pulled him away. Remember, chaos always wants to win, and this seems like a reset bottom for them because they need the prophet lorgar, not the primarch lorgar, so this is one of their last bets to get him off the path. Remember, chaos always says that they were there at the beginning of time, blabla, but ooc, we know that isn't quite right because they only formed after the war in heaven, so they need lorgar for the imperium of man to fail and survive so they can feast on the suffering and all and get their ultimate victory. We are basically denying them that, and yeah, they want that cake.
 
I have to wonder, what does Corax think of all this? Fan basically walked up to Lorgar and threatened to shank his Gods, in almost that many words, then he allowed the younger Lorgar to read his mind.

Oh, one more thing. The Warp being what it is, symbolism matters a lot. And remember that, as these things tend to go in myth and legend, there are triads, particularly where tests are concerned. Three tests, with Daemon Primarch Lorgar as the tester. A sudden fourth, with Kairos jumping in? That's another big hint Chaos is trying to to pull a fast one here.

Much as I hate to give credit to any version of the IoM for anything that is not quite as true now as it would be 10K years hence. While hypno-indoctrination is used at the moment it is a much smaller part of the process than it would become during the course of the Heresy as loyalist and traitor alike would need masses of marines to fill out the ranks. It was actually a bit of a social conflict with veterans of the Crusade who were trained the old way seeing the new recruits who just had the information poured into their brains on mass as lesser.

Some degree of hypno-indoctrination is probably necessary if you are going to make marines at all, just to give them control over all the new organs and musculature etc... It is hard enough to learn how to fight as a human, never mind becoming a giant with two hearts a built in power armor plug in and an acid spitting gland.

As for the age itself, Lorgar is unlikely to mind. The tribe probably hands out spears to 13 year olds when needed.

Hey those brainwashed child soldiers pumped with space steroids were not crudely surgeried they were expertly surgeried. Do you think the Gene seed and the black carapace and all the armor intersection points stay in and don't get rejected in there if they are crudely affixed. Yeah but on the more serious note that is the Emperor I don't know why we know because of Amon (Magnus' first teacher) and Kor Phaeron adults can also be treated with the gene seed with a bit more effort in time maybe.

Not quite False Marines can get some enchantments, but they are never as good as Space Marines made at the proper age and all at a vastly higher chance of rejection, it is something like 10 to 1 from what I recall. At those numbers it is better to just to not make Marines at all, they are not economical even aside from the human cost (which of course the IoM does not care about)

Honestly, space marines are kind of a dumb slapdash solution to a human upgrade program, not a viable species and waaaaaay to heavy on the mental reprogramming. We are Exalted, we can do better, we don't need this.

As far as old Lighting Head over on Tera the fact that they cannot breed is very much a feature not a bug. He always intended the Imperium to be a state of baseline humanity so he made transhuman warriors not post-human ones. It would have been easier to just make better humans that bred true, but he was ideologically opposed to that.

I think Corax would be both very darkly amused and very confused as to who the fuck this mortal is that they can threaten gods and be certain they can follow through on those threats
