The Start of Something Great

The protected cruiser Chikuma has departed from Japan en route to Kismayo port, steaming at an utterly unimpressive twelve knots. Crewed by Japanese sailors, she will be formally handed over to Reewiin whenever they are ready. For now, the ship–and her sailors–will expect to remain in port on arrival until such a time as they are relieved.

Reports

Army Training Group Report on Recent Activities
The Army Training Group (sans the machine gunners, who have been training on the new Hotchkiss) has returned from their time with the Carabinieri. They report that they have mostly been engaging and organising with the regional training formations each carabinieri group maintains. Marksmanship and small unit cohesion have been a focus, allowing each patrol group to operate effectively even with half of their numbers away from duty stations.

Veterinary Office Report on Recent Equine Acquisition
Rural Bur Gaabo has become a land of horses, donkeys, and mules. Many new ranches have been established under the direct oversight of the Combined Defence Council Veterinary Office, housing the many thousands of new animals being shipped into the region. Organising these beasts of burden into logistical task forces will take longer, but they are here and ready for work.

Ordnance Office Report on New Rifle Factory
The First Reewiin-built Arisaka Type 38 rifle has come off the lines. It will not be issued to any local troop–instead, it will be assessed first by Japanese officers in Reewiin and then shipped with thirty or so of its siblings to the Japanese home islands. Once it has passed certification, issues to the Army and later to the Carabinieri will begin.

The current production rate is around three rifles per day and will not expand until Japan declares the weapons fit for purpose.

Ordnance Office Report on a Weapon in Service: Perino mod.1908 Machine Gun
Calibre:
6.5×52 mm
This is a heavy, water-cooled machine gun. It has a magazine capable of holding five 20-round feed trays, which can be fired without interruption. Shorter bursts are also possible. The magazine can be continuously reloaded while the weapon is firing, allowing extremely long bursts with a minimum of training. The water cooling jacket is of a very advanced design that condenses water for reuse, reducing water consumption.

The Carabinieri and Army have six each, acquired from Italy. Reports about the machine gun are mixed, as it is reliable and accurate, but also very heavy. The 1st (Reewiin) Regiment noted that while re-training their machine gunners to operate the Perino machine gun was simple, field maintenance was significantly more complicated than the Type 3 HMGs it replaced. They also maligned the additional logistical burden of supplying the weapon with water.

Procurement of ammunition has been problematic, with lots not bought directly from arsenals having noticeably compromised precision. There is a significant problem with the machine guns' 6.5×52 mm round being confused for the 6.5×50 mm round also in service, which has resulted in damaged rifles and minor personal injuries.

Issues

What Is To Be Done With The Chikuma

The Chikuma, a capable but outdated protected cruiser, is on its way. For now, she will remain under the command of a Japanese captain, but that will change as soon as the Defence Council decides what to do with her:

[ ] Dock her and assess her alongside.
[ ] Assemble a scratch crew of Reewiinites and take her out for sea trials.
[ ] Attempt to persuade as much of the Japanese crew to stay on in Reewiin service as possible and assess her.

The ship should, of course, be renamed. As the first ocean-going vessel of Reewiin, she must carry a name that is traditional, forward-looking, inspiring, reliable, and cannot be deliberately mispronounced as a rude word.

I feel like there should be different actions in the Horse and Breeding section. Like
many thousands of new animals
we got thousands, so shouldn't the goal be medical check ups or training?
 
I feel like now that our herds are established, we can shift focus from the animals to other stuff for a little while (e.g. free up that point so we can start army-wide reforms).

Unless we really want to get Arabians to interbreed with our other animals. Then again, a census of pastoral animals could be handy...

I think for armaments we start on getting the Type 3 and the ZB-30 into production, unless we reeeeeally want to do a bunch of testing.

Carabinieri I am split between police and wilderness rangers. They're both useful in their own way. Depends on what we want to see first. I feel like we want to complete these before we shift our attention away from the Carabinieri, but at the same time we also need to get our actual army up and running.

The Chikuma we want to... hmm. Take the guns off and possibly use her as a training vessel was the idea.

The idea of forming a navy from scratch gives me all kinds of glee, honestly, but dunno if we can do that right now. MONEYYYYY.
 
We should remember the benefit of continuous feeding later in the decade. We don't wanna end up with the Japanese 25 mm AA guns ;)

I'm leaning towards this (we need MGs!) but I'm also thinking we may not have the money for it yet. Machine guns are expensive to manufacture, and the licensing will be expensive too. Possibly cheaper options could be:

[ ] Production Licensing: Type 89 Grenade Discharger ("Knee Mortar")
or
[ ] Purchase: Brandt Mle 28/31 Medium Mortars

(with the intent that, like several other countries, we modify the 81 mm mortar and then put it into production without paying license fees and just keep quiet about what we're doing).

I don't think there are any good options in Breeding and Working. Perhaps we could try and get some of those oxen into the hands of the Carabinieri so that each "unit" has an oxcart to load their stuff on?

And lastly, for the Carabinieri, I'd suggest a write-in alternate to the police force choice:

Each detachment should have Military Policing Officers who can direct the detachment in performing policing duties outside of their limited training and ensure that laws are upheld.

I'm not happy with the wording, but the idea is to basically have an equivalent to the political commisar but for the purpose of making sure the soldiers in each Carabinieri platoon (?) don't do anything illegal/stop acting as hired muscle while also using the authority granted by being backed up by the guys with guns to resolve disputes and make sure people follow laws. I don't think we can afford to have a separate police force running around with how dispersed central Reewiin likely is, and we clearly need to have an equivalent of MPs making sure our Carabinieri aren't being bought out. Thoughts?

Would writing in some additional specifications be allowed here? Something along the lines of "Restrict trials to designs which companies would be willing to license chambered in 6.5 Type 38, or use ammunition distinct from Type 38 to the untrained eye. I'm leaning towards this (we need MGs!) but I'm also thinking we may not have the money for it yet. Machine guns are expensive to manufacture, and the licensing will be expensive too. Possibly cheaper options could be:

[ ] Production Licensing: Type 89 Grenade Discharger ("Knee Mortar")
or
[ ] Purchase: Brandt Mle 28/31 Medium Mortars

(with the intent that, like several other countries, we modify the 81 mm mortar and then put it into production without paying license fees and just keep quiet about what we're doing).

I don't think there are any good options in Breeding and Working. Perhaps we could try and get some of those oxen into the hands of the Carabinieri so that each "unit" has an oxcart to load their stuff on?

And lastly, for the Carabinieri, I'd suggest a write-in alternate to the police force choice:

Each detachment should have Military Policing Officers who can direct the detachment in performing policing duties outside of their limited training and ensure that laws are upheld.

I'm not happy with the wording, but the idea is to basically have an equivalent to the political commisar but for the purpose of making sure the soldiers in each Carabinieri platoon (?) don't do anything illegal/stop acting as hired muscle while also using the authority granted by being backed up by the guys with guns to resolve disputes and make sure people follow laws. I don't think we can afford to have a separate police force running around with how dispersed central Reewiin likely is, and we clearly need to have an equivalent of MPs making sure our Carabinieri aren't being bought out. Thoughts?

For MGs, I'd suggest getting the Type 3 and the ZB vz. 30 both so we can standardize our HMGs and start phasing out the odds and sods.

Crap, I forgot about the Type 3!

The Type 3 is reliant on a Hotchkiss patent from 1893. French patent law protects things for 20 or so years. By now, it's entered the public domain and we can legally make a bootleg copy and sell it abroad without paying license fees!

As such, I'd suggest an alternate idea - Medium Term Plan: Dakka
  • This turn, begin reverse engineering the Type 3 HMG (hopefully with assistance provided by Japan, who has the technical drawings), collect feedback from troops in the field about what they'd change about the gun if they could, and talk with production engineers to see if the gun can be simplified in any way without affecting performance. If possible, make it optionally feed from a belt.
  • Once that's done (hopefully quickly), begin manufacturing our new HMG design without paying the French a cent.
  • Sell this improved Type 3 to Japan as well as anybody else who's looking for a machine gun and unwilling to pay as much as what the Europeans are asking. Use this to fund Reewiin's growing arms industry.
As for the Carabinieri, I'm not sure if we can do both with one vote.
 
In terms of lighter machineguns, the ZB vz. 30 has been mentioned a lot, but I've never seen anything about it being chambered in anything but 7.92mm rounds, and I'm unsure if they'll be willing to change that for some tiny African almost-colony.

The Type 11 is already chambered in 6.5mm Arisaka, and we may just make a show of at least considering in for politics sake if nothing else.

The Madsen is an older gun at this point, but it still saw use though WW2 and beyond OTL, and that age means it may be a lot cheaper that some of the other options. Given all the different calibers it was made in OTL, I doubt they'll be unwilling to make one in 6.5mm Arisaka, and the custom design may not cost much more either.

There's also the Lewis Gun and BAR around this time period too. They've both been exported and come in a variety of calibers, so we maybe able to get our hands on some in our rifle caliber if we wanted. The Americans may charge us more for them though.

ZB's willing to give us a license, and it's not that difficult to rework the gun to a different cartridge. They basically did the same process when making the ZB vz. 33, which became the Bren. They also sounded... somewhat excited about the prospect of us buying from them, so I don't think our status would be a huge concern.

According to Wikipedia, the Type 11 is not good in dusty or muddy conditions due to the open feed, and 90% of Reewiin could be described as dusty and/or muddy for a significant part of the year. It also requires non-standard 6.5 mm ammunition, so it doesn't simplify our logistics much.

If we were to look into the Madsen and so forth, we'd need to conduct trials. That takes up one of our four slots for half a year when we could be doing other things.
 
How's this for a write-in?

This is a little further afield than previous write-ins, but I tried to model it off of previous short 3-month research items. There's been a lot of speculation about what these constraints would be (especially in terms of feeding and medicine), and I think our staff of military veterinarians are a good shot at figuring it out in-character.
