Or possibly because Dwarven birthrates are shit as it is and adding "politically frowned on","biologically semi-compatible", and "considered deviant" to "generally infertile" does not make good chances.
 
Loghain is effectively William Wallace who teamed up with Maric's Robert the Bruce to lead a rebellion against a 50 year occupation of Ferelden. He was present for most of Cailan's life as his father's best friend/hand of the king/person doing the administration whilst Maric made speeches and went on adventures. So whilst he has a fondness for Cailan, he doesn't exactly think he's very competent considering he keeps prattling on about Glory and Legends. Which in turn keeps Cailan looking for glory so he'll finally show everyone he's just as good as his father.

No? In your case it's .5% of the total Orlesian population.

This is because generally, there's one Circle per nation (White Spire in Orlais, Lake Calenhad in Ferelden, etc.) except for Tevinter. So only the monarch is allowed to tap into the mage population of their country. The Templars just won't hand out mages to any joe schmo noble who asks.
