So just making sure I have my numbers right,

Population is 1 million. Multiply that by .0115 (1.15%) Therefore my manpower is 11,500? And then military raise is 1/4 of that per econ point spent ont it?

How then do people like Loghain have 33k potentially manpower when their population is half mine?

Was that special for them or different? Or am I doing math wrong?

Your math is wrong. The formula is a/p=1/15, where a is army size and p is population. Therefore, a population of a million people gives you 66,666 possible soldiers.

Qunari are probably age of colonization level.

Everyone else? It's iffy with magic, but I'd say high middle ages. None of are capable of Frigates besides the qunari. Maybe Caravels? Possible.

I've been using this one. At least the free marches have clearly marked borders.
