I think I like this combination a little better.
The first problem is that Chaldea is out of food. We don't do anything for food this week, we starve next week. Food is a no-brainer.
The second problem is that Chaldea has two weeks of Reactor Fuel left. If we run out of fuel, we freeze to death. Repair the Wind Turbines gives us 100% operability on the Wind Turbines, but it only extends our actual operating time another week. Moreover, we badly need that Da Vinci Action boosting our manpower down later, so we're holding off on that. Repair the Reactors Phase One gives us 2 weeks of fuel for one week of time.
The third problem is that we don't know what we have left available to us. Thus, we should Backfill Documentation to inventory our data and the data we collected beforehand, as well as Seal the Storage Wing to conduct an inventory and protect what we have remaining from the environment.
The fourth problem is that our staff is badly overworked. Thus, Grecian Healing and Automata Creation. While we could go for Prosthetics and Grail Investigation, we need to bring as many people back up to working again because otherwise we're not going to be able to do anything other than delay the time of our death.
The fifth problem is an extension of the previous one: we're bleeding in both long and short term here. Food is only a temporary fix; we're not assured of being able to constantly do food raids with the Staffing Department action, so we need to get our hydroponics rebuilt ASAP. What's worse is that we'll only be able to clear the rubble by the time our food from this raid runs out, when we need to be growing that food by the end of our food reserves. We need to be starting on this as early as possible so that we don't all starve to death come week 5 and 6. Unfortunately, I misread our action count, so that's going to have to wait for later. Fingers heavily fucking crossed, because if we're wrong, we starve week 4.
Spare Parts Creation is an afterthought, mostly because Da Vinci is Da Vinci and didn't really consider what the other people in her department could do, so, they're going to be building spare parts. Meds, ditto, because Romani's solution toolbox seems to be "throw Servants at the problem" >.<

Edit: it doesn't cost DaVinci- mixed that detail up. But I still think that we shouldn't do it this week so we can maximize potential manpower for next week. At least with the additional manpower, it should be easier to spare them for other tasks, especially if somehow we can summon another servant
Edit 2: Will the holy grail be useful once we examine it? Yes, most likely, but my thought process is it might not be for the things we need right now in order to survive long enough to take advantage of it. If it lowered summoning costs for instance, it wouldn't matter if we don't have enough power to even reach that point.
In my opinion, we don't have enough of a safety net in order to examine it right now, and it would be better for Medea to devote her time to hearing our injured. Hopefully we get enough of the medical department so they can safely take over and Medea can investigate the holy grail

Eh, I'm not quite so sure about that. One of the big limitations on our ability to do stuff is the critical lack of manpower we have. Making Automata would help alleviate our problem of "not having enough bodies to do lifting" that drastically impedes our Hydroponics Action - which isn't even "this long until we get food", it's "this long until we've cleared the hydroponics wing of rubble". If we don't reduce the time on Hydroponics Action soon, we run out of time and starve.I very much dislike the idea of spending fuel for Automata Creation at this juncture. If we go with this plan, we just might be forced to jockey other actions for fuel next week. Automata will also be less useful in the short run - because a lot of our critical infrastructure actions are actually 1 week, which is the smallest time unit we're working with here. They'll cut the time taken for certain actions, not all. The main thing we need to shorten that I see right now is Hydroponics. There's no guarantee Automata will shorten the time taken for it.
I say prioritize maximizing fuel here, since we'll get 3 weeks' worth from Food. Just... food. That way, we won't have to jockey for power supplies next week and may only need to work on Wind Turbines, which would let us work on Hydroponics as well next week, which will finish just as our food supply does.
I would put Da Vinci on Prosthetic Procurement instead of Automata. By picking all three medical actions, Chaldea's manpower should be back to the best level possible, which should improve morale (the muggles realizing the mages do, in fact, care) and also open up more things for us to do next week that are actually progressive.

However...you actually have a good point with regards to prosthetic procurement. Automata production gives us automata, but automata do not have the flexibility that restoring Chaldea's multidisciplinary and crosstrained staff coming back to work would give us. You've convinced me.
