We aren't going to get anywhere chasing raiders who we don't know the origin of with our nonexistent martial tradition and travel techs

OK. There is a lot to unpack here

PROS: We have religious/magical supremacy! Countermagic and Divine Backing!
We have been blooded without STATISTICAL loss and now will pursue Martial innovation more strongly (possible Martial inno this turn?)
We have intimidation factor/advantage on the new foe. (Unarmed elder defeats Heroic raider with the power of FAITH UNBROKEN)
The blessed blood is narratively a golden bullet if our milita can fight raiders with a rough parity.

Alright a little more unpacking
Three reasons we should counter attack
The first and second revolve around the fact they stole our people.
This can go two ways with us attacking them, either we somehow get discontent because we are going to go fight which will cause harm to the people. Or not go and fight which may cause discontent because we are abandoning people. Given we love our people and stick with each other, I think abandoning them would be what causes discontent and not going to fight.

The second part is that them having our people is a problem. Our bloodline is divine and is a very important edge against war like nations like these raiders. It's the primary contributor to our victories thus far. If we let them hold our people, the blood will mix and they will have our buff as well. This risk, along with their higher martial tech and their naval mobility will result in a threat possibly larger then the foresters.

The last is that by doing this we rush straight into the boat tech we wanted and we also get to war in a favorable scenario(will elaborate on this later). War drives innovation and this will be a great time to tech and get ships.

Now regarding this as a favorable scenario. The war will bloody the people with the experience necessary to fight on the mainland. The enemy may most likely not have the same numbers we do (as they resort to raiding). Thus while they may have the naval advantage in terms of shipcraft and martial ability due to their fights already, they dont have the numbers or the blessings we do. If we push this advantage and experience war, we will beable to return to the foresters.

From personal experience of other quests, we cannot ignore this attack on us, attack while they are weak, pursue them day and night, trust in the goddess and wield our faith like the claws that Arthryn has done. This is the first crusade of the people.

I think this option will result in exploring the map to find them and an increased urgency to build boats to get there or intercept them at the sea.

Since a state of hostilities now exists between us and the Sea Hunters, it might be a good idea to spell out what exactly we want to accomplish out of this war, our war goals so to speak. It will greatly affect the conduct and character of the war, the resistance of the opposition, and the willingness of the People to continue prosecuting the war.

I will assume that at the bare minimum, the war goals are to bring back members of the People who have been taken captive and to punish the Sea Hunters, though to what degree I do not know since we know next to nothing about them. As per @Knight Draco , I do believe that the People have a high willingness on the achieving the first of these war goals and it wouldn't take too much resistance from the Sea Hunters to part with them though it still requires a victory, just not necessarily a decisive or damaging one. Too little information to comment on the second of these, however.

War goals do change, being added, modified, and dropped throughout a war, so none of these are set in stone. I would just like thoughts on the matter.
