Do note that the Caermyr Union will be very decentralised as the vast majority of it will be subordinate civs as the weak federal government currently only controls a single province. A lot of what you will be doing will be diplo, both foreign and internal, as your main tool with be an immense amount of soft power. At least the start as I don't know which direction you guys would take things if you start playing the Caermyr Union.
In all honesty, that sounds pretty fun. We very rarely ever get the chance to play a civ that's decentralized, and being able to try and pull it together into something coherent is a challenge to be relished.

Plus the Union has many of the tools it needs going forward to start really pulling itself into something amazing, between an immortal diplo genius empress and some really neat values.
 
Another benefit to switching to the union means we're probably going to suddenly going to get a much bigger map and more detailed look at the known world. For instance, the Forluc likely knows much more about the "southern lowlanders"!than the Arthwyd do,

I really want to play as the Arthwyd Empire because it gives opportunities for playing with both hard power and soft power (the Union is mostly soft power) and because I think it'd be interesting to play as a really powerful subordinate of a higher power.
 
Also, note, that with Shared Religious and Legal Values Arthryn has likely now the major god in the area. To the point where, while Urthryn and Nalniryn are still worshipped she's seen as the Goddess of the Union. That if worship of her explodes in the Union, as I expect, then grow exponentially in power as the Concepts she embodies take root and she comes to see all her worshippers in the Union as her People.

Though, yeah, we probably want some elaboration by Oshha in the morning.

Can you speak on my earlier thoughts, @Oshha? Has Arthryn been empowered due to being worshipped throughout the Union and having her core Concepts enshrined in law? Does she see the entire Union (or at least her worshippers) as her People now?

No, not yet anway. Right now, she is still the goddess of just the Arthwyd, but that might expand to being the Goddess of the Caermyr Union.
 
Concerned about resentment from the Urthdysh immortals gaining too much influence and power behind the scenes and the potential problems of succession as the leader of the Caermyr Union would need to get repeatedly replaced over the generations, the Urthdysh advocated for a single leader to represent all the people of the Caermyr Union and to do this.

The government would be set out after the Arthwyd Empire's with an immortal empress to rule the Caermyr Union as a competent and capable leader who wouldn't need to be replaced every couple of generations. The empress would be supported by an Assembly that worked like the Arthwyd one except it was located and would from in Caermyr instead of Greenbay and would allow anyone of sufficient rank and authority from any of the member states to sit in it.

Doesn't "Shared Religious Stance" mean people outside the Arthwyd will start worshipping her though? And the laws normalize her values? How many generations will it take?

Um, you do realize that the empress is Arthwydish, right? She was made immortal not born it. And it was specifically to prevent the Urthdysh from taking too much power.
