All the options should have a major benefit, none of them should be a waste of action. We do not know what the actual benefits /disadvantages are, but we can theorise.[x] To properly worship Arthryn, there needs to be a grander shrine. Every village will need a shrine, but just as the main council of elders is in Greenbay, there needs to be a main shrine in Greenbay.
Will probably consume econ and produce mystic. We have econ 8 and magic will help us defence-wise, so I like this option.
Cats is the do-nothing option, essentially wastes the action.
Creating a priestly caste makes our religion less egalitarian for no apparent benefit. Also creates risk of corruption.
We already have an issue with being unable to learn martial techs from lowlanders; lowlander taboo will make it worse. Remember, we're not in any danger of picking up their worse values.
We already strongly disapprove of lowlander and forester practices, this will just make it harder to adopt their good values, like their martial techs.
Not just that; hello eugenics! We must remove from our gene pool anything other than the Arthyn-blessed elements for the good of the future, is how the thinking will eventually go. And you just know things like how the non-blessed can sill be competent and useful will be eventually ignored. Not a problem for a good long while, but a few millennia later...

What is making us "unable to learn martial techs from lowlanders"? I thought that we are able to learn martial techs from lowlanders, but just have not interacted with them enough, I may be wrong.

I don't think I called eugenics stratification. Anyways, I'm not saying to reject the non-blessed; I disapprove of doing so. I'm thinking that with certain people more capable of doing certain things due to their ancestry, Born Equal and related values might experience pushback later on, in the far future, not from questers but from the people themselves. You may end up with eugenics becoming a spreading idea in the far future, because of certain ancestry making you more capable actually being true. There's nothing we can do about it right now.Eugenics is not a possible result of Arthyn's blessing on the People, nor is that an example of stratification. The non-blessed are newly immigrated People, their descendants will have the blessing. Rejecting the non-blessed will result in rejecting immigration/outsiders not eugenics or stratification. I like the People's willingness to accept anyone who wishes to join the People and will vote against changing that.
You've given me something to think on with this; if Arthryn can identify corruption, a hierarchical priesthood could be a good idea.Priests should not create a risk of corruption, it might, but it should not. The priests will be speaking to the goddess and she should be able to identify and punish priests committing heresy. As per the civ sheet "the words of the goddess, loyalty and kindness to one's people is of the highest importance", corrupt priests would be defying the words of the goddess.

Agreed. While the Mystic Hero is still alive , it is a very good time to Build New Shrine and Venerate Arthryn.We have 8 temp econ right now. I'm thinking shrine and venerate; would drop us to 5 econ, but that's fine.
Temp Culture seems decent too, but I don't know what we'd spend it on. Shrine gives us permanent mystic though. What significant stuff does raising permanent stats do, mechanics/rp wise?I half want to do a MAIN Venerate, "Improved Chance of ???" . Under Ymarn's leadership the chance (and results) should be much better.
