I would strongly recommend people change their vote from Main Sunrise Mountain Passage to SEC Sunrise Mountain Passage.
Either way, the current voting trend means the mega-project will start this turn.
But if we go for the MAIN Passage, then we will not be building a shrine this turn.
One of our villages was built in the Prosperity update and still lacks a shrine, personally I consider the shrine to be a higher priority.

I don't understand why the shrine would be that big of a deal. So long as we can't get the 3 needed for another mystic, more shrines don't matter too much.

People are thinking about the narrative and the potential issues that a lack of shrines could cause rather than what is mechanically best.

Well, a pretty worst case example is we trigger a civil war with the goddesses favouring the other side.
The two settlement that lack a shrine are not going to be happy about that. During the Golden Age, the issue was papered over by people's general happiness. The goddesses are probably pretty irritated at waiting for the shrines to be built.
Now though, if they see the central government spending it's efforts on a (what appears to them as a) vanity project (benefits will not be revealed until completion). Then their resentment will be fairly high.

Odds are we will have three or more turns to build the shrines, but if we have a really bad dice roll ....
 
I don't see that happening at all. Our main goddess is an Admin hero. As in, infrastructure is one of her biggest things. So, building a major infrastructure project would be something she'd like a lot.

Incorrect, Arthryn is a goddess of community not infrastructure. We are basically betraying part of our own People by failing to build vital infrastructure(Trails and Shrines).
Keep in mind, in-universe no one knows if the Passage is achievable. They are sure that it will work, but for all they know unforeseen problems could easily cause it to fail (Out of universe, that would be voters voting for something else instead{or possibly rolling a couple of natural 1s}). The effort, cost, time, and risk is why it is a megaproject.

Even if "infrastructure is one of her biggest things" then it would be worse, she would be angry at the failure to build the Shrines. The "major infrastructure project" will not be completed for an unknown number of turns. Her liking that project will be vastly out weighed by her dislike at the lack of multiple projects.

Offering something you swear will better at some point in the future, will not make up for failing to provide necessities.

Next turn, I'm going to limit the success/fail of actions so rather than each action auto-succeeding, there is a chance it can fail or not go as well as it should. On the flip side, actions can go succeed more than they normally should , especially if there is a hero with a relevant speciality.
 
@Oshha I've been meaning to ask: How do innovations work, insofar as improving actions we can take goes? If we get enough farming innovations, will the Farming action become better? Or... hm.

Actually, with the system you just put into place, it would be pretty easy to make innovation-improvements part of the dice roll. Say that a Secondary rolled -- pulling these numbers out of a hat -- 40 + [Innovations] +/- 50 for the dice, and hitting 100 or more gave an extra point of the relevant stat, or whatever is relevant for the action.
 
7-(3+3)=1. 1+(10-1)/2=5.5, effectively 5.
We will start the next turn with 5 temp econ. From that 3 will have to be used on sec passage unless we want to risk loss of progress. This leaves us with 1 temp econ to spend.
I see two reasonable paths. We could do sec farming, allowing us to build trails simultaneously with the passage the turn after that. We could also spend that 1 temp econ on a trade mission.
