This essentially allows us to play at being benevolent while also being firm. The Oldlanders have been shown to appreciate our strength and wealth. If we go for peace, but do it with a firm hand, not giving in to provocation or ignoring them, I think we might be able to get the Oldlanders to stop at this.

After all, they don't particularly care one way or another about the Stormfolk, and us declaring peace on our terms means that Elsa would be using the Oldlanders to pursue her own vendetta using the blood of the Oldlanders, all without an actual cause to rally the Oldlanders behind. We wouldn't be attacking after all, and backing off would be showing weakness, so as far as the Oldlanders would be concerned, we'd be pretty reasonable here.

The Oldlanders aren't caring the Stormfolk settlements in this on their own merits, they care about this because their goddess is telling them to and that apparently means a lot to them. Furthermore, you are already not attacking them as you are focused on the Stormfolk with your raids so not attacking them isn't something that they particularly care about right now. Lastly, they are the ones offering you peace not the other way around. They are offering you a chance to avoid fighting them by giving them what they want in a peaceful manner. If you don't give them what, then the Oldlanders are willing to fight for what they want.

The Oldlanders might not see you as reasonable as you see yourselves being and I would be wary about making too many assumptions about how others view your civ or each other.

If we're going for war, wouldn't a preemptive strike at the Oldlanders be better than beating up the Stormfolk remnants?

It would be unless you are confident enough in your ability to defeat the Oldlanders that you can afford to focus on looting more storm mages from the Stormfolk.

Doesn't work that way in an Oshha civ quest. You don't get the time to consolidate your gains before a disaster hits that you need to deal with. You must choose to consolidate or fight, every turn.

You'd be best off changing your vote to include raiding the stormfolk, in that case.
No no, the Stormfolk are already weak, we must launch a preemptive strike on the Oldlanders before they attack us. Then when both have been smashed to pieces, it's easy for us to keep picking at them.

Why are we giving another civ trained mages when we could take their honey-making tech, and their magic, by force?
 
The slave trade must continue!

I'm going to be blunt and say you should focus on other markets other than the slave trade. I'm not going to shy away from showing it or having the player civ engage in the slave trade, but I'm not particularly interested in running a quest where the player civ is focused on the slave trade.

I don't want to focus on it, ether, but there's no reason to openly oppose it without a Value that focuses on that.

Also, having a School of Magic and a mageocracy is compelling to me.
