The Weinmar government negotiated and renegotiated multiple loans from the USA throughout the 20's as well as making efforts at renegotiating the reparations. The former was far more successful but they made progress on the second.

Problem is they swapped imperial Russia for the USA as an enemy while their population was starving, their infrastructure was starting to fall apart and the improved blockade meant they were rapidly running out of raw materials as well.
