A-DS absolutely does help Hunger's performance of Bait and Tackle
Just because ADS does *something* doesn't mean that it's utility is nowhere near as good as just waiting and then setting part of Arete on specialized solution.

This should be blatantly obvious. This was reinforced by Rihaku. Why in fuck is concept of options working well with other options is apparently hard to understand?

Bait goes with Save and Cut Through goes with Purchase. If you don't Cut Through after getting ADS you are just wasting your time for little utility.
 
I'd go with the 2 pick encounter chance and the shapeshifting line. Since they're already a Combat-type, maybe they can get some basic mitigation of their Flagrant by shifting into a smaller form! Even a basic 12.5% hunger reduction would be great, or they could get something like +40% satiety and reduced hunger recurrence rate after consuming a specific type of uncommon / valuable food.
I just want Silkflow right now - it looks like it multiplies the hp bar considerably, and offers some really cool composition-shifting options. Does that mean I need to vote for the three-pick, or are developments separate?
Silkflow does indeed require three picks to get it immediately, though given the current nature of Ruby's developments, it will in all likelihood remain unlocked even if you don't buy it now.

Funny, I made the same arguments for Bait yesterday to no effect. I wonder if sleeping on it has calmed their blood and made them more receptive to careful action.

Well, you won't get that from me! Heroic action often requires decisiveness, doubly true now that we have decide to emulate the Forebear more. It would be a shame to lose billions of lives simply due to a little risk! Now that we are here and can do something about it, there's no time to waste. Let's just Cast the Line and Cut Through.
 
Getting ADS with Bait and Tackle is a waste of Arete, as Bait and Tackle already minimises death chance so it would just prevent us from taking better options like OaF 2 or Pillars. It is also immoral since we'd be choosing to let billions die when we can defeat the Armament Fish without a risk of death without needing to prepare.

I'm not sure this claim is true. Here's why:
*Does pose a significant risk to Hunger's life, though he gets "two" attempts with Second Stage. Finally relevant again!

It seems to me that you're downplaying the significant danger of Cast a Line.

But you're also forgetting something important: Hunger will still be able to do the ADS Cast a Line plan if Bait & Switch doesn't pan out. The blurbs do not say that B&S loses the element of surprise. Hunger will still murder the fish with an opening salvo of Artful Thorns, and can do so with a death chance that is equal to or less than the risk associated with the plain ADS+Cast plan.



A second consideration that has gone unmentioned so far in this discussion: There's a Gisena Death Chance with Cast a Line. Whether you are a fan of Gisena or not, she's still one of the Remittances we got from the Accursed. It would be a major blow to our power level if she were to die here. Our campaign against the LP would be way harder without access to Nullity & the Azure Ring!

So the danger is that Gisena will use up our scarce rerolls, rather than actually departing from the narrative. Still, the threat to Gisena is enough to tip me to vote for B&S instead of [nothing] like I was before.
