Rule both, so that we can stay on top of all the inevitable frictions.

Nope I do that a lot, making people choose between mini events and classical turns is what I do.
 
Speaking of that I"ve bit of a problem. Intrigue actions for a good Tolkienian character are very difficult to come by. Do people have ideas? (consider this an advance write-in)

In the current situation we could try to send some orcs to infiltrate the other Misty Mountain tribes or Gundabad.
We could send scouts to Angmar, to check if really everything is dead. (and staying dead)
Some internal security actions could fall under intrigue, I guess we'll need something like this to keep the orcs under control.

Personal or faction? Gandalf skulked around all kinds of dark fortresses and so on to try to find out what the f was going on, for example. Alternately, consider that bringing the Hobbits to the council could be considered a sort of intrigue action, what with subtly and indirectly derailing all the species rivalries and so on.

Intrigue actions could be scouting of the surrounding (or far) areas, finding what people think of us, subtly make ouselves known among other factions and peoples (the other orc tribes and settlement) without our enemies finding out, infiltrating, stealing dangerous artifacts, exploring unknown areas or anything else done in secret, even if it's not really espionage, like building secret outposts or arranging secret meetings.
