Actually the Balrog would be a vast improvement to Sauron for the Powers of the West
Balrog are geared entirely on personal combat and force of arms. With the exception of their Capitain Gothmog they are never shown in command but rather as an ultra-elite unit.
Balrogs are also mortals in a fashion. Unlike Sauron that was not so attached to his fleshy vestment I doubt an evil Balrog could create a new body for itself.
Also between the Elven Ringbearers, the Istari and some remaining Noldor like Glorfindel, there are a couple of people that can kill a Balrog still living.
