The benefits of following him is (hopefully) having as much time as it takes to blast him good.
All your choices are gambles at this stage, but the worst-case scenario now involves casualties that barely enter into two digits, and less than a tenth of the property damage of the "best" Endbringer battles so far... in the short run, that is.

...I'd suggest not basing your vote on the hydra thing. Not just because it's meta-gaming, but because you'll have to kill an Endbringer eventually.

The benefit here is "having as much time as it takes to blast him good" which is nice. Compares to the first option. Instead of taking our shot when it's still aboveground, we take our time to line it up as best as possible.

Well, you don't really know Leviathan's top speed.
What you do know: Your speed in Earth's atmosphere can go to mach 15. You can go significantly faster for a few seconds if needed.
Mach 15 is close to three miles per second.
The Avatar's "I'm coming right the fuck NOW" speed is fast.

Max speed is mach 30.
You can't blast while incorporeal (even the Avatar isn't that cheaty) - the incorporeal bit is there so you can reach Leviathan no matter where he runs. You then pop out of incorporalness and blast.

Exactly what would our most powerful blast do to the surrounding area?
For an attack whose energy output is best compared to nuclear weaponry, the Avatar's blasts are surprisingly well-contained. That's very much intentional in his design. You're not going to make mushroom clouds unless you intend to.
(Hitting someone you didn't intend is possible. The Avatar having nearly a century's worth of experience helps avoid that sort of thing, though. :p)
