Also, since the update mentioned that Mexican heroes transferred to the Texas Protectorate participated in a victorious fight with the Freedom Congress, I thought I'd elaborate a little.
Freedom Congress: One of the five largest villain organizations in the USA, it was formed by blending together a variety of neo-confederate, militia, and far-right movements.
It comes as a surprise to many that the "neo-Nazi capital of America" ended up being Brockton Bay, a Northern East coast city. After all, there exists a stronger concentration of far-right movements in the Deep South and Bible Belt. However, while far-right parahumans popped up in those regions throughout the 80s and 90s, there was no unity - the far-right organizations they belonged to were extremely fractious, rarely growing large enough to have more than five capes in a single organization. In contrast, Brockton Bay's Empire 88 had the benefit of a unifying leadership under Allfather, extensive funding from Medhall money, and an alliance with Gesellschaft that allowed the organization to thrive in the early days of Brockton Bay's villainous milieu. When Kaiser took E88 over, he not only continued Allfather's policies, but proved a more able politician; he heavily pushed the narrative of Brockton Bay as E88's shining city on a hill to the American far right, which resulted in supporters and multiple parahumans from other regions to abandon their previous allegiances and flock to the city, tired of the lack of unity among their home organizations.
While in practice only a single-digit number of parahumans left the South to join E88, Kaiser widely advertised each one of them - enough to send his Southern equivalents into a panic. The 2000s saw a surge in efforts among those groups to put their differences and unify under a single banner; by 2005, the newly-founded Freedom Congress united numerous factions across several States. Faltering faith in the government has since done wonders for recruitment; by 2011, the organization is estimated to include between 150 and 160 parahumans, and controls a significant chunk of criminal activity in Jackson, Birmingham, Houston, Austin, and San Antonio.
Officially, the purpose of the Freedom Congress is to "stand for the rights of American citizens" in the face of an overreaching government. The organization denies race-based motivations, despite all-white membership. They also present themselves as a folk militia protecting the people where the Protectorate and police fail to, taking justice into their own hands to fight crime. In practice, the Freedom Congress regularly engages in hate crimes, collects protection money, and, while it frequently fights drug dealers (generally of the non-white variety), it then resells whatever drugs it is able to steal.
