I am pretty sure such societies already exist. Where do magical girls that don't like their choice of 'kill or get killed', or wandering the world while casually raising zombies go? We pretty much sent the 'other quest protagonist' to search for one in the Prologue. With humanity confined to a few enclaves barely struggling to survive (parts of UES outside of Europe still have problems with electricity and water supply), people have neither the manpower nor the inclination to go searching for their hiding places. And that's before taking into account that magic could help mask those.Because the other factions are so large they would squish us like ants? Scattered and as low numbered as they are, MGs wouldn't be able to carve out any meaningful space to build a society on their own.
And I believe there is a pretty good chance there are still human societies remaining besides what's left of the 'civilized world'. They are probably in a much poorer condition, but they may have different attitudes compared to the rest if they had to rely on magic for continued existence.
I am not sure why Human Nature is used as a blanket excuse to alienate ourselves completely from mankind, as if they were made to harbor all the conceivable vices and none of the virtues. All it is is the background option that says there was a World War and that magical girls are now considered a liability. It is pretty much the same humanity we'd get with the other options, but with a different experience.
