Bitter ones who desire to see the world destroyed for how it treated them.

Hopeful ones who wish to protect people.

And ones who just want to go home.
Mostly what Darkking said. Although far more of the first and/or third type than the second.

The ones wishing to protect people would be in danger the most often, from both the humans they try to protect and the monsters they're trying to protect the humans from. Outside of the few born in friendly enclaves, and probably even then if the various governments check through them/have plants in those settlements, that type of girl would easily have the highest mortality rate.

Around eighteen, you may find yourself naturally caring and helpful to others.

Age impacts surprisingly hard with Magical Girls.

But seriously I'd find it hard to believe if there aren't a few anarchists here or there, or just against the system that's so evil to them, just waiting to hurt the governments if they get a chance. Maybe they lost a loved one, maybe they were chased out of their homes by soldiers, maybe they just saw what happens when you get caught. Point is there's bound to be a few with thoughts of taking them down.

They are still human.

Which means they can match human stupidity.

Honestly, that's probably a very common story for the ones who survived and that didn't just outright run away like our prologue girl did.

They did do it Crystal's version. Hence my insightful, because yes. They very well could have.
 
A weapon does not need to have an agenda and a desire to destory to be feared.

Why would you think it even factors in their treatment?
 
Cover up. Blame the Magical Girls. Not the governments who made the weapons.
Oh, I very much believe the Magical Girls played a heavy hand in the collapse. It wouldn't be so easy to pin them as the face of the issue if they hadn't. Not cover up, so much as not the whole story.

And for people to hate magic in general they'd have to be aware the magical weapons are to blame as well.
