We see from an early age that Powder hated the enforcers and was enthusiastically in favor of fighting back "think what the whole of the lanes could do!" We also see she was at least consciously okay with using lethal violence against them "and these ones have nails in them."
While it's common to assume her primary issue with Caitlyn in season 1 is Vi "replacing her" (and that's certainly part of it), that's a line by Sevika. What Jinx says is "you're working with an enforcer?" While I don't think Jinx actually considered VI's actions in Ep. 3 a betrayal (at least not longer term), she does start to become afraid of that after re-meeting Vi.
And then consider how Ep 6-7 looks from the perspective of Jinx-as-a-revolutionary. She re-meets her sister, but her sister is now working with the enemy. She's afraid her sister is really back for the hextech gemstone on behalf of Piltover, but Vi denies this. However, there's then a fight with the Firelights, in which Vi, Caitlyn, and the crystal disappear. Then later, Jinx catches Vi and Caitlyn working with the Firelights in an attempt to hand the crystal back over to Piltover.
There's also the whole bridge scene, which Jinx makes echo the one at the beginning. She's even humming the same song. Except this time instead of enforcers massacring Zaunites, she's massacring them. This is vengeance.
Then, at the finale - everyone acknowledges that war between Piltover and Zaun has been brewing. And Silco has just told her that he never would have agreed to their terms and "they can all burn." And who does she turn her hatred and anger on? Not the person who "stole" her sister. Not the sister who "betrayed" her. She turns it on the people ultimately responsible for the cycle of violence but who have thus far been completely unaffected by it, the government which is ultimately responsible for Zain's occupation.
Then, to move into season 2, While she doesn't say this, Jinx instantly recognizes how fucked up it is that Vi would join the enforcers and use The Grey against Zaunites. We see this in the demon faces scribbles that she sees over VI's face and in that after that point she starts planning to kill her sister, which she hadn't thought about before.
Jinx isn't the type to like start talking about revolution, and everything is mixed in with her own personal feelings and relationships. And there's also the fact that Jinx is suicidal and views herself as both a jinx and a bad person, so she might be distancing herself from "the cause" to avoid cursing or tainting it.
But she was raised by Vi and then Silco and both of them talked about it all the time, and given what we see of Jinx's own thoughts I don't think we should ignore that while she doesn't talk revolution, she's basically been living it.
