Because our position isn't actually all that strong. We got no factories, the smallest territory in Green Hills, and a bunch of soldiers at our front door. We need to keep our requests reasonable if we want them to be answered.
Plus it will help future negotiations if we act reasonably now.
As it stands, GUN and the Restoration can just drown us in bodies and loot our labs, just we drove off the Black Arms after they were weakened.

Will say this, even if canon GUN Are teh the good guys, the ark incident still happened, doesn't matter if the membersa involved arent part of GUN Anymore, any organization can be corrupted or fuck up, GUN isnt inmune to that an dthing may cha nge in the quest.
Also, reminder that even if that's how they are in canon, in quest things CAN and WILL Change, Towers may mean good but tthings arent as black or white or as clear as you may think.
I Know you out GUN in a pedestal and its fine to do that, but just becauswe you have an image of GUN it doesnt mean thats how they are in quest, like at all.

Half of the thing we are asking for actively benefit GUN and the other half is so small it's inconsequential.
The only way this could go wrong is if they double cross us after the fact when it no longer matters.

Honestly that just confirms my thoughts about the deal. Towers is open to it because it's a blatantly horrible for Eggman. We don't even need to roll to convince him to take Zomon for Thunderbolt.
Consider why Towers is so willing to take Zomon in exchange for Thunderbolt. It's not because Zomon knows much about Zavok's operations, that's for sure. I think we should be extremely confident that GUN will reverse-engineer the zeti technopathy and apply it against us. In comparison to that, what worth does recruiting Thunderbolt provide?

The reason we're giving em one of the zeti is mostly cause it makes zavok have to do two separate actions to get em back
We're already going to reasearch a way to counter the magnitism. Giving someone a weapon that will be useless to them isn't a bad deal.
And guys...remember the Giselle situation? The whole get an extremely powerful unit and information on a world threat for no cost in the begining? And instead we got Rusty.
We are being given a golden oppertunity guys, the worst possible senario to giving as many demands as we can is they say no to that demand and we move on losing nothing.
