Okay, no idea what this is, no backround-knowledge whatsoever, but I'm placing a bet:
I'm saying Sea Drake (because we heard rumors that an aquatic dragon is around here) with either levels in Sorcerer, the Sorcerer Creature Template and or some Fey Template to explain the Illusion that makes it look like a Silver Dragon.
CR7 + Template or a few classlevels would be an adequate danger for the crowd, without being overwhelming.
And its breath weapon would come as a surprise to those who expect the usual cone or line with specific ranges.

The screams cover the sound of Sirim's spellcasting as the crowd lurches back in panic.
Not Gavhaul though, the Aspis mage's face is a mask of rage at the sight of his prize being torn away. The dwarves too are stout in the face of their old foe, but slow to raise their weapons at what had before been a celebration. Before any of them can act, though not before you see Mina's eyes flash with the telltale glimmer of second sight, the dragon is away, chest in his claws.
"What are you waiting for?! Bring it down! Bring it down!" Words and will are one as the space between the Aspis mage and the dragon writhes with chaotic energy, though it seems to do the creature no harm. Just as could be said for the ball of filigree silver the gnomish prince hurls into the air far harder and faster than his small hands should allow, only to miss its head by inches,
"Come on, ye could've hit that!" Cob shouts and in that moment, as the world slows under the brief surge of power rushing though your body, you realize he's right, that hit had been meant to miss. The same could not be said for Urgor's parting shot, yards off striking the swift silver streak making itself gone into the wild blue.
"Was that a..." Mina struggles to find her voice among the fervor of the crowd, parents pulling screaming children away, people shoving and fighting to get out of the press. "That was real dragon. Gavhaul tried an unraveling and one of its wards fell apart, but that was no glamour. A dragon... it was a real dragon."
And unless that fey prince enjoys being seen failing, it was really working with someone here, you think, but do not say aloud. Not yet at least, as you are still trying to puzzle out what had happened. The thief had said 'earthly'. Would that cover the fey or would it not, you wonder. For that matter, would it even be compelled to speak the truth as they are?
"Order! Order!" the alderman shouts as Leontas' soldiers are the first ones to take heed, the captain quickly commanding them to make room for those who are fleeing with their spears. No doubt this is not the first time they had faced unexpected attack from the sky. Had this even been an attack, you wonder again. Or just a smash-and-grab. The very idea seems ludicrous in the face of the memory of the dragon, but leaving aside the thundering blood in your ears or the weakness in your knees at the memory... what else could it have been?
"Everyone go home, see to your families and secure your doors. There will be a meeting of the village council in half a bell do discuss what went on here," Thrylson continues, far less a showman now, the bearded priest to one side of him to lend the imprimatur of his authority to the words. Seeing as they align with what people were doing anyway, the remaining villagers are more than happy to follow the instructions, which soon enough leaves only those of you who had come with the caravan, the fey delegation, and a score or so village militia and elders standing on the grass.
"Well," Gavhaul says with the kind of rage that freezes rather than boiling. "It seems we have a dragon to hunt down. It can't have gone far carrying that load. Master Gorok, can you track it?"
"Wait a just a mite, that's still village property," the red-haired Alderman tries to cut in, but the merchant isn't paying attention. He is looking at the representative of the Court of Resplendent Morn, wondering if he is competition or a potential ally perhaps... not knowing what you know that he might be on the dragon's side, or the dragon on his.

OOC: Given that Cob did not really have anything to do other than move back from the dragon, I figured he was free enough to help with the sense motive, which was just enough to squeak past. What you do with the information now is up to you.

I doubt they are. Otherwise, why the big production with an auction? That's needlessly sloppy, and gives people like us an opportunity to learn of it and decide to interfere.
Fusil has a good relationship with local Fey. If they wanted the treasure, the village leadership probably would have just made a sweetheart deal with them and traded for it. This particular Fey doesn't strike me as a local. Maybe he's even the one Gavis was trying to goad us into attacking?

The fey want to keep this under wraps. It's village property, and this is an act of robbery; . They might not have aided us, but they wouldn't do anything overt to hamper us.
The villagers are the ones stolen from. They wanted to sell it, now they can't. A villager might be in on this, if others needed to be dissuaded from pursuit or turning to the authorities, but I can't fathom why the fey would need accomplices for this given the threat level they went with.
As for the confrontation... this is a serious accusation to throw around, and one we have no proof for. I'd hesitate to point fingers when we are just as suspect. More suspect if it's discovered Cob stole the launcher from the guard.
I have no idea how this will unfold, but I like using Kori's high Intimidate Skill offensively. And I don't think anything especially bad will happen if we fail.
Only ever side with the Fey if you've got an agreement in place with them beforehand, and have a good understanding of their motivations and temperament. They're not big on gratitude and they're too capricious to trust on faith.

I feel like revealing the fey lord is giving up an advantage we have over gavhaul. If we're going to be jumping him soon, maybe we can make contact with the fey and get some additional backup
Come to think about it, I haven't given a lot of thought to what we are going to do if Gavhaul finds an untimely end before we meet up with the Pathfinders.
Aren't we still expected to smuggle the adamantium and whatever we found across the border in order for the rest of the expedition to get paid, which will fall to whoever inherits the position of leadership? Since we are not intending to kill anyone else.
