All people have a base weight of 1 by virtue of having a Soul.

That said, anyone not having the Faith of the Mechanicus is SOL.

The main take away is not the implants but having enough belief in the machine God to fuel the miracle.

A borged out person will not be able to do anything if they do not believe in the Machine God.

So "going through the motions" will not help as they do not have sufficient faith to fuel the ritual.

I think a Circle Member is better overall with our build, heroes can be improved more readily to be relevant in the long term, followers will be useful for the uplift and then likely to fade into the background
 
Can't followers also turn into hero units. For the short to long term, I see followers as more of a narrative application where we could get hero figures, and more tech is always good. We need people with more tech knowledge.

Nope. You can bring a horse to water but you cannot make it drink from it.

Being heroic is an innate quality similar to True Faith but one that cannot be wished for.

It is more of what you are and not what you can do.

Lorgar's Mythos makes him a social Primarch primarily and a mental one secondarily. Because of this, he is charismatic and very approachable and prefers either Social or Intellectual solutions to problems.

I think we should go with the spiritual leader, gene-modder, food guy, judge, and number guy. The other slots I'm unsure about but these seem like the immediate and long term things we should prioritize.

Food obviously for bigger population, biology specialist for healing tech and gene mods to make better soldiers and to return them from injury. Law specialist for more internal things, law and order. Number guy leads to better computing hopefully.
