I imagine the Federation would be thrilled if they could get away with not having to arm anything, they just recognize it's a hostile galaxy. And sometimes phasers and torpedoes can be used for science as well.

I think that it should be remembered that not having the antimatter storage and fabrication facilities =/= the ship being unable to go far beyond Federation borders. It's an explorer starship! That's a core design assumption!
Being able to build large components in-situ definitely adds significantly, but this thing is likely to have an endurance of a couple years without that. For any purely military objective, that's more than sufficient.

I mean, Starfleet ships launch their sensor probes through the torpedo launchers. Maybe we have it mixed up, Starfleet ships don't have torpedo launchers, they have probe launchers.
Torpedoes just happen to piggyback off the probe launcher capabilities and Starfleet really cares about speed and volume of probe launches.

Um... that's actually canonical, just FYI. Probes are literally just torpedoes without the exploding parts. Unless it's a specialty probe, then they also take out the trigger bits too.
