But I personally prefer a more Abnett-esque Imperium, where it's not a completely unmitigated clusterfuck, there's actual governance going on, diplomacy, tithes, diplomatic pacts. There's good men and women standing against horrible monsters and creatures from the abyss, and you can see that a lot of people can live pretty normal lives.

There are sector-spanning civilian trade organizations. A difference between secular and civilian governance, (if only due to different groups squabbling over jurisdiction) Some worlds have local democracies, some have insanely oppressive governments.

The Imperial Guard is an effective fighting force, and the Imperium is able to get its shit together if it needs to. Hell, it can be downright competent at times.

Well, to put it into perspective, when the Deathwatch book series came out, and it specifically dealt with the idea of Destroying the Jericho Maw Gate, it was theorized that it would need to take the combined firepower of over several sector battlefleets and their combined firepower, either all at once, or at a repeated and sustained barrage to destroy, a clearly Eldar Webway Gate. Because otherwise, either it would sustain no damage, or the Damge done to it would just regenerate faster then the damage was being done to it.

The Flanderization of the Imperium being so incompetent that they cannot even tie their shoe laces together, is a tiring joke, yes. It would be nice to try and see any depictions where that Flanderaization is kept down a peg, would be honestly a genuine treat to read about.

Okay, final draft. More voidborn population that actually wants to do its own thing and don't mess with us, and less defenses because we are simply a grimdark prison and probably the closest thing there is to a cursed land without Chaos meddling.

It is what the Imperial Navy forces in the sector, feel is an adequate garrison at any one time.

The Imperium can be evil without being completely incapable of tying its shoes, yeah. And some regions can be more functional than others--generally speaking, I imagine the ones that are under constant pressure tend to be better, because they don't have the option of descending into useless decadence.
It is also far more interesting to write seriously about the Imperium's wrongdoings, without telling the reader how they should think. That's up to them to decide. I like to write in glimpses at the normalization of violence or opssession in the Imperium, but have people be absolutely normal and uncaring about it.
 
It sort of makes me want to write a dedication of what it is like being in the middle class in Torvum. Besides, I generally like to depict the average citizen going through the same old problems that we in the 21st Century go through, but with a hundred strange and often unsettling caveats.

I plan to write the Imperium seriously, and without intending to force readers to think a certain way. I'm sure you can decide for yourself what takes you want to take from this quest.
 
On the subject of depictions and not trying to flanderize, how is the Adeptus Mechanicus looking in this game?
A lot of their religious fanaticism can be a shield for politics and personal ambition. The Admech does hoard some technology. But if you task a group to maintain your technology, they'll do so to their dying breaths.
 
Alright here's my plan(s). While I still have the original version as "Lite", I personally prefer our Bastion of Monsters in a Blue Sun which give us basically infinite power, make us only available to attack from a single direction, AND we get death lasers to shoot the Titan lizards. Add in Extreme Mountains, literally all of the elite Guardsmen we can get, a Space Marine outpost up north, a hefty fleet and the Leaves making it a pain in the ass to get here then we got ourselves one helluva defensible position with the endless horde of monsters always keeping our troops and students sharp. Add in the massive Voidborn presence and the Mechanicus giving us some leeway, we got some pretty big room for growth, though it will be expensive due to this being a death world, especially one with big ass mountains. Not to mention a lot of mysteries to uncover.

Though I guess if you want to be less intensive on the defense, we could go with a Civilized World with a Yellow Sun in the Branches without the Hoplites and sky-high mountains. Still would be pretty awesome to do so.

Basically, the way I see the narrative unfolding here is. "The Steel Line has been largely static because there's a bunch of really hard to crack nuts in the area. This particular section has consistently been the bane of the Sector's fucking existence, because the way the Warp Routes shake out, Lapis Lazuli is a fucking killbox, because the previously known route only opens up during a period where you're taking the star's full fury, meaning that any force that manages to limp through and get into something's shadow is going to take damage and be limited in their mobility, and what's even worse is that the habitable planet is a perfectly pleasant, self-sufficient region that just so happens to be the God Damned Highlands. Which means that anything that manages to somehow slip the net has to then force their way into a mole hunt.

For all intents and purposes, for most of history, it was considered unassailable, and you had to effectively put dudes on the other side to stop them from sallying out, being unable to punish anything that made a run for it back.

Then some crackerjack Diviner managed to predict an Opportunity to seize the Blue Jewel once and for all, rallied enough supporters to look into it--and found the Back Door. A route directly from the Sector Capital to the opposite side of Lapis Lazuli--a route you can actually sneak into without getting chewed apart by the defenses because all the guns were pointed the other way. A major assault was rallied, and the aliums were caught completely off-guard, and overrun.

Which means the Imperium has finally seized the Blue Jewel for themselves, and are very keen on doing to it what was being done to them through most of the war--turning it into a nigh-untouchable Fortress. The Telepathica was able to claim control of it due to the critical support they provided to allow for the sneak attack in the first place, and honestly, having more Battle Psykers led up by a well regarded Lord probably won't hurt matters. But the planet is well defended even now, with relatively little infrastructure in place aside from what could be towed in, and with any luck, this place may very well turn out to be a Jewel of the Imperium.

As long as we don't fuck it up anyway.

Not sure how well I've handled the numbers, but I like the narrative behind this, what do you all think?

3) We've got the infantry to give our forces teeth on top of the elite infantry and artillery, passing off on the mechanized force because this is not tank country at all
4) Our Void Industry is very good at extraction and very skilled, this kind of environment is not kind to fuckups, and you either get very good at your job, or you get very fucking dead. Still, there's some absolutely fantastic exotic materials to be found for anyone with the balls to try Sunracing, and a successful prospecting run can easily pay for ten failed ones.

My take on a Black hole world full of bioluminescent deep sea creatures. Behold the Black Pearl of the Torvum Deeps, Odium.

@Andmeuths wrote up a backstory for it, so I'll quote it in this post.

Odium sounds like a planet that basically was an Imperial Navy stronghold, that the Psykana has been given control of. I can see it actually also being an important Astropathic relay centre for much of the rimward side of the sector.

The fact that there's an Ocean planet with liquid water on the surface, and seas seeded with bioluminescent aquatic life optimized for the darkness, complete with a breathable atmosphere is a curiosity, and Mechanius surveys have detected that the foodchain is supported by ancient plankton generators emanating from self-replicating nano-machines that cover the surface of the ocean world that draw from the heat of the accretion disk.

While it is widely believed that Odium is a planet that has been moved elsewhere into a very precise orbital around Hadal, there is significant dispute about whether this was done by humans from the Golden Age of Technology, or whether Odium was the result of Xenos intervention.

Whatever the case, this place was home to millions of Voidborn when the Great Crusade arrived, who used the black hole as a sanctuary to hide from the Xenos menace and launch piratical raids against Xeno shipping. These pirates aided the Empire in their liberation of this sector and were assimilated into the Imperial Navy in centuries after.

For ten thousand years, Naval Base Odium's population has steadily swelled, as numerous veterans of the sector navy choose to settle down on Odium among the Voidborn, or down on the dark Ocean planet itself. Mechanius scientific missions regularly depart from Odium to study the blackhole Hadal closely. Meanwhile, the Imperial Navy uses Odium as an important training bases for Voidborn crews recruited all over the sector, training some of the finest crews the Segmentum has known.

Located within the leaves, the system is heavily protected from unauthorized access by its complex warp tides. There is no viable way to enter or leave this system without the aid of navigators, making this a perfect place to render escape by renegade Psykers impossible. It is also home to one of the largest astropathic choirs in the sector, because of it's importance to the Navy.

The Imperial Navy expects the Psykana to repay them for their gift of this fief.


CHANGE LOG V3:

1. Switched out the Xenos front so we're a sub-sector away. Our defense are formidable enough and the 'leaves' hard enough to traverse that I'm not all that worried about some itty bitty raiders.

2. Apparently I was at -2. Switched over the knights protection to them technically protecting us, and adding the the small fleet.

3. The world now has a ton of underwater volcanoes and spouts, as well as huge mineral deposits + psy-active crystals due to it's status as a 'lava' world.

Alright, I figured that my plan would give our system the best possible case of Defence and Importance in the Region. From practically an entire Army purely made for its defense that could be on par to that of a the Elite of lesser systems, to a battle group that can drive off anyone stupid enough to try and raid our system. With a debt Available to us, that we can always call in to try and save us should the worst come to pass and we are being assaulted by an invasion force we simply cannot beat alone.

To us having practically all of the freedom for ourselves without having to deal with outside interference from a snoopy Inquisitior that had a stupid idea, and a population that doesn't fear the Astra Telepathica, we would practically own the place, and only need to worry about shipments of Colonizers to help populate the system past its tiny population. Combined with the massive voidborn presence in system and we have about as tough a nut to crack as possible without it just being a Dwarf that is disguising themselves as an human. And Kaiju Fights. Gotta remember the Kaiju Fights.

For those interested on the in-universe explanation, here is my reasoning.

Story wise, I tried to come up with a plan that has it so that, you have a system that has stubbornly survived multiple attempts at enslavement and conquest, with one case of the latter being the spores of Greenskins that have infested and survived on this planet in spite of everything trying its best to kill the Warboss and his Waaagh!, that tried to conquer the world. The spores that keeps growing under the dome of the Shade, however, has permanently rendered the Orks as a part of life on the planets Culture and Ecosystem.

This type of invasion and assault has repeated itself on and off again for several centuries, with the sector trying its best to keep the planet safe, as it provides a Critical chance of any raiding force slipping by and assaulting the Capital of the Sector itself. This was magnified when the Xenos Empire showed up trying to Enslave the Steel Line subsector.

As such, this planet has been fortified as a Frontier world of almost exclusively Imperial military forces, from multiple regiments of the fable "Solar Auxila" of eons past, to an Absurd force of Ships made to protect the system from raiders and invasion fleets. Hence a Ramiles Star Fort, and well over a dozen ships of the line to safeguard to its safety. The fact that this has led to all 3 Major Navigator Families being requested to always send their Families once a year to send a fortified Supply Convoy to the system is only one of many smaller signals of how important the system is.

Unfortunately, while this attempt at defense is admirable, it is very hard to do it when the Leaves frequently close up and Change direction every few weeks, and so this has led to an increased degree of isolation and autonomy, which amongst other things, has been allowing itself to make charted deals with the local Votann the come by while looking for new materials to use for their machinery amongst the Megafauna of the planet. And, where the disgruntled cohorts of the local Mechanicus see as a perfect chance to hide away from their Righteous Brothers and the Ordo Xenos, for them daring to try and study the weapons of the Enemy, both past and present.

This all combined, has led to an incredibly efficient and cost effective Void Born Civilization, that sees itself as wholly apart from their planet dwelling sibling, and so has learned a thing or two amongst the forces that involve themselves with the systems politics, and as such has made them practically the best voidsmen and Navy officers in the Subsector, in addition to their own attempts at enlarging their own defense fleet and those vessels Contracted from the Sectors High Navy Command. Such as the time when a battered Steel Centurions Strike Cruiser came into the system after battling the Xenos Empire in an assault on one of its inner planets and being driven off.

The Void Born proved adept to the Challenged and in less than 4 Standard Terran years, the Cruiser was repaired, and the Leaves opened up just in time for the Strike Cruiser to sail away at pace. The importance of said event, which has gone down as legend and Gospel amongst the Voidborn who lived to work on such a Glorious Vessel, combined with the Importance of the System itself, has led to the Steel Centurions to keep an eye on the system should it ever truly need the help of Rescue from a Xenos War-fleet striking out against these Faithful imperial servants.

And, to add the Cherry on top, after several thousand years of patrol, a escort fleet that was making its rounds across the system found an inactive object, of Clearly human make, that directly after much inquisitorial review, leads directly into the Solar Segmentum and dangerously close to an important Imperial system whose possible attack from said gate, could prove catastrophic to over a dozen crusade waging in and beyond the Segmentum. All attempts at destroying the object when presented with overwhelming firepower from several Inquisitors and battle groups have proven to be of no help in damaging the object in any perceivable fashion whatsoever. Currently, it is under High Inquisitorial investigation, and from [REDACTED].
 
I have made three plans, because I really like the mix of options I got in the end and understand that a normal mountains civilised world wouldn't be all that interesting and so the first plan and my main one is this:

the biggest difference in terms of points between the 3 plans is that with adding death worlds instead of a temperate world, I could put a space marine recruiting fortress on the planet so I did that by only removing the naval academy which we can always push to build later.
Also big thing is that the work are only at the feral level and shouldn't be a big problem

Why I like that specific spread of points is because in all plans you get all three navigator house, all of the military options except the astartes in the main one, all the mutant options and most of the Voidborn options and all of them in the first one with only having to pay for that with Feral orks and having to be on the steel line and being in the leaves. And most importantly all 3 have warp gates.

So backstory of this world
Even with the unstable warp current of Nova Helvetia it was a battleground during the Age of strife because of the coveted Warp gate that orbited it,( even though both sides did not know how to use it) which is why it has extreme mountains from the multiple times it had suffered orbital bombardment. And unfortunately after millennia of battle where dozens of knigts and millions of man fell at some point Humanity lost the planet but not the system, For the Survivors fled and hid in in the astroid belt and the star fort of the system where they waged a uneding guarrila war on the Xeno Invaders and defended the warp grate with ferocity until finally help came in the form of the Empire, which exterminated the Xeno invader and took back the planet for it's original inhabitants.

And since then even though the world suffered a ORK invasion and is 2 systems away from the frontlines with another Xeno Empire, it not only survived but it has also thrived.

Using their hard earned knowledge and bitterness gained during their exile in the belt, the new settlers rebuilt their homes, they rebuilt their strength founding new Imperial regiments and building more Industry then the world had severe seen. And even in times of great duress like the ORK invasion, the people of Nova Helvetia showed the same grit and the same determination to fight to the last for their planet and system that their forefather had and have gone to great length to accomplish it even accepting the Mutants, the beastman and the ratling, the Ogryn and the Felinids into their planets. All in the name to never again have their planet their jewel in this horrid Galaxy be taken from them. And during their darkest hours, unexpected help came in the form of the Votann whose hatred for the ORKs knew no border and so in recognition for their help, a secret agreement was made with them and a new trading post of abhumans was founded on the flourishing planet. With the orks threat behind them, the world of Nova Helvetia continued on it's inoxorible advance towards greatness and build higher and bigger, even going back to the void that welcomed them once to build new shipyards and facilities. And now even though it still has an orkish problem and even though it's still close to the border of the abominable Xenos. the time for Nova Helvetia to rise has finally come.

To recap, this is a crossroad's Deathworld Megafauna world orbiting a gas-giant, that's is located in the Trunk portion of the Torvum Depths, near the junction where the Xeno front and Mutant front meet and on a direct warp route towards the sector capital itself. Hence It's a place where Imperial Fleets transiting between both fronts regularly transit through, with the appropriate naval infrastructure - Naval crew recruitment and training centres, dockyards and shipyards and even a Naval Officer college all defended by a large system defence fleet.

This is a world of soaring mountains and plunging valleys. Human settlements are generally built into the mountains, while the valleys are humid and dominated by various super-predators that may have been experiments dating back from the DaOT. Half-forgotten battlefields from the Age of Strife between Xenos and Humans litter the valley floors.

The College Titanica operates a fortress this world dedicated to the repair and upkeep of Titans and Kngihts that visit this world to fight the local mega-fauna and the Mago Biologis studying the local megafauna also operate out of this fortress. There are also Xeno archaeological expeditions launched by the Mechanius from the enclave, supposedly to ensure that Xeno artifacts are safely disposed for. The Space Marines too operate a chapterhouse located at the North pole, unofficially recruiting from the indigenous inhabitants and Voidborn in this system.

There are two starting challenges in this plan - firstly, the small matter of settling a million retired Imperial Guardsman in a Deathworld. Secondly, there's an ongoing mining right dispute between the Voidborn mining enterprises and a Votaan Kinband over asteroids in the Oort cloud. I've swapped out the Sororitas regiment for the Torvum Triarii, because we do need some heavy firepower in such a death world with extreme mountainous terrain.
