I have a few issues with this plan. First, why are you improving the Private Army by so much? They're already top Imperial tier. Do we really need to spend the rather sizable amounts you're suggesting to improve them this much further?
AdMech Favor makes this literally free and their bonus is presently hamstrung by their insufficient equipment
Given what we have recently uncovered, I'd like to contact Cadia. They have asked us to contact them, and I suspect our warnings will bear more weight if we don't wait a full decade to respond.

What's the benefit here? My understanding was that governors could basically already treat the PDF as a private army. What was the upside of an official private army?
PDF are, quite literally, Planetary Defense Forces. This means they belong to the government itself, which makes it so that they would be inherited by whoever Atraxas' successor would be. This also means they cannot leave their planet or at least their home system as that wouldn't make them PDF anymore if they're not actually defending their planet. Private Army can do whatever Atraxas wants them to do, go wherever Atraxas wants them to go, and can be outright used as a mercenary force, as we did with House Norastye a couple turns ago. It also means that if Atraxas has to leave Shogi for whatever reason, they can go with him as a protection force without issue.

Also, they're an elite fighting formation. Pretty good to have

Assaulting the Void Forrest is necessary to build our Alloy Infrastructure.
The Manticore Knights are a major political faction, and both their insights into Psyker shit and their Style will be useful to us beyond the "befriend local cops and lower suspicion" benefit.
EDIT: It has been pointed out that Cadia should probably get a reply about the Warning ASAP.
Balkavus is only barely better than our old ambassador. We need sufficient dirt to get him replaced, which shouldn't be too hard given nobody likes him.
Stewardship stuff is just nabbing some Exotics and working on healthcare that synergizes with Diploing the Knights.
For education, we need to Break ASAP so we can recover by the time the Eleventh Moment comes, and Balkavus seeing us flip our lid over educational standards probably won't be worse for us than his existing list of heretek accusations. Plus, the actual benefits of more educated population.
Warp Navigation is incredibly valuable, especially if the Calculation Heart kicks in this turn. Also, potential Library.
Donating to the church will let the orphanage cool down a bit, and we don't have other good Faith actions.
Finishing our missions is vital both to getting the seed Alloys to set up our infrastructure, and since we won't be contacting Homeworld until our Break settles.
We need Alloys to set up the Core and Heart, and we won't be getting any from Homeworld for a while after this.
A personal vessel gives us a lot of freedom, plus lets us cash in some or all of the void space mission favor despite not sending samples home.
See aforementioned issues of alloys and infrastructure.
Losing a turn of Chamber production in exchange for not taking an extra AP and finishing the Calculation Heart early (with all the knock on effects of that) is a worthwhile trade.
Yet another potential ally with a Style and possibly Library for us to learn.
We really need those regional Meta Shields ASAP.

One big mistake I think you're making is not using the Comprehensive Subterranean and Void Fortifications action. It will pay itself back FAST and we have plenty of dice to throw at the action to make it finish early. In fact, with how the Private Army apparently works, that alone can throw up to 6 dice at it.

I was originally going to do that, but we really need to assault the Void Forest this turn if we want to have enough Alloys to make any decent Exatari tech like regional meta Shields.
 
I think you should probably go review the actual costs of the regional meta shields, they cost 1000/2k/3k/4k/5k. In the very post I revealed the upgrades that the DAoT Gellar tech provides I stated clearly that regional ones cost 10x the personal ones.

Yes? Even assuming the worst case projected output of the Black Hole infrastructure, we'll still have enough Alloys for a single regional shield to be completed before the Eleventh Moment. Best case we'll have enough for four plus some extra for personal gear and Heart maintenance.

Best case by turn 10 you could have at most gotten 1500, 1000, 1000, 1000, 1000 out of it. Of course Atraxas still has to build the meta shields which are not free to build. They will each take on average 5 turns with the reduced DC even, average of 1d100 is 50+45 is 95. So I can see a path to get a couple of them, but not many.

Also, do you have an action to meet Shezu in your plan or open for the action?
 
I think a more action-efficient use of Meta Shields is to make one with which to awaken that one ultimate Blank that's sleeping underground. You just need 1 to wake him up, and it gets basically a superweapon against Chaos. We could even make a second Meta Shield for the Blank too with which to better use that power

My eagerness for Black Crusade defenses outweighs my reluctance to invest too much more into our private army. I am concerned about how much suspicion gain we will be be getting from this though. I'd rather not be hamstrung by an Investigation or just needing to keep our sus gain low this close to a major Chaos assault.

The upgrades to your army have no suspicion, the system upgrades are also something that other systems do sometimes so the Inquisition side eyes you but doesnt actually upgrade your suspicion level. In short, that action provides 0 suspicion.

With the Calculation Heart adding 3 dice to all distinct learning projects as long as it's assigned to Atraxas (as you have previously confirmed), two AP dedicated to each shield would be 5d100+45, reaching at least 250 progress 75% of the time. Thus, if we burned wounds and assigned eight actions between four Shields twice (once on turn 7 and once on turn 9), 75% odds of finishing the Shields. Then we can spend a couple actions turn 10 pushing any stragglers over the line.
And I guess I can drop one of the DAoT Gellars for Shezu.

Huh, impressive calculations. That should work, then. Also Atraxas can benefit from 3 stacked Calculation Hearts, while everyone else can only use 1.
 
Depends on how quickly those learning actions can be actualized, if we can't get them field ready before the invasion it may not be worth it.

As noted with building Meta Shields or making a Personal Vessel, actualizing advanced technology tends to also count as a Learning Action. For example, if we got a second Heart, building the regional Shields would go from 76% over two turns with two AP per turn to 99.75% over two turns with one AP per turn.

Calc hearts are useful for many things, but they don't do admin or face time for us. That learning action progress can't be turned back into builds or upgrades except in the usual way.

So our income went up by 20

I think our total income is 135(Extraction that is refined)+800(trade)+ ?? income from leasing(forgot the exact amount)= 935
Expenses are:
Shogi Tithe: 250 per turn + Shogi Expenditures (Infrastructure): 300 +Shogi Expenditures (Military Services): 110 + Shogi Expenditures (Life support): 20 = 680
So our net income is 255 + the income from the leasing with the mining worlds.

This plan has as its focus the Heart Forge and diplomacy to reduce the suspicion gain we get from that.
That is also why i am only sending the info and not the ship
With Urma puting both her actions and both of our Martial actions on it Comprehensive Subterranean and Void Fortifications should complete before turn 11 if not we roll low we can put more actions on it Starting with the army once it has completed its upgrades this turn and attacked the void forest in the next turn.
The pathfinders have plans for the sector and we should try and coordinate with them it also reduces Suspicion

I think the dc 20 is for just sending data and that the ship has the dc 200 but the true cost of the ship is the Suspicion: 50 it has, staying below 100 is hard as there multiple +50 actions i like to do. Ill do the math for both other plans as a fast look make me think they go above 100 in their plans ill edit this post when i have done that math

i still think its something we must do, getting the high DC will send of the data and a ship, there by allowing the Exatari to make better ships and that will help the race get high tier ships and not the shit tier they are now, and we get 20 Exatari Favor so that is great
 
I could only fit in one 50 suspicion action in my plan and i think the Heart Forge and the personal ship it provides has a far higher chance to be useful before turn 11 then improving the Exatari ships we have learning actions for that we can take post turn 11 once the attack has been repelled.
 
But the thing is that we only have this turn to do it, and if we do after this turn, then we dont gain any favors from doing it

What? Building and upgrading advanced technology is a learning action, is what I said. We can unlock it with learning actions and then build it with learning actions.

We can get some or all of the Favor for significantly less suspicion and resources by building a Personal Vessel the same turn.

Also, I'm very concerned none of the other plans are trading for Alloys or working on getting a local supply considering we won't be able to contact Homeworld after Breaking for several turns.

My plan is doing both the trade for alloys and the Heart Forge:
(Effect: Builds an Exatari Heart Forge on Shogi, reduces Atraxas Stress significantly, enables production of General Meta Alloys via a personal action, provides 1 escort scale ship of roughly equal quality to a Great Crusade Imperial ship for Atraxas' personal use via this action directly, build escape tunnels through Shogi, and provide a higher level of background)

Not as good as the black hole infrastructure, but I'll admit I used absolutes incorrectly. I'm concerned about lowering his stress on the same turn we're trying to Break him though.
