TRAITS
Cardassian Ship – Durable, uncomfortable, close, cramped and cheap. Thinks creature comforts are for other people and technical sophistication is for people who haven't spent decades starving to death. The fact that the starving could have been avoided if the government were less...you know, monstrous doesn't seem to have occurred to that many of them.

Okampan Crew – the crew are bright, perky, cheerful, and incredibly psychically powerful. Individually, they're all better than Vulcans, and as a gestalt? Who knows!

Everyone suspects the big, well-armed ship of ill-intentions, or at least, is intimidated by said ship. I just want to make a small ship, like our version of the Defiant. Small, nimble, good for scouting...and absolutely able to cave someone's face in as needed? Is that so much to ask?
When every other person we meet is worried about us attracting the attention of the Borg, you want one of those people to give us an equivalent to the Federation's prototype anti-Borg ship? We don't need super heavy firepower, we're the Federation. A local runabout or shuttle so we can scout without raising any alarms is a great idea.

I mean, we already have a ship with a cloak. If we want better ocmbat capabilities improve the cloak or the weapons on the Val Jean.

No no, I'm not asking for them to give us something like the prototype. Just give me a decently built frigate or corvette and we can tinker with it a tad. Or more than a tad.

If new builds are an option what about having the Kazon building us a modernized Warp Delta from the early Starfleet days then?

Considering Voyager's databanks contain the technical specifications for Constitution-class starships, it wouldn't be that far fetched for her to also have the specs from the ships of Archer's era.

They're essentially Starfleet Bird-of-Preys, with the less than canon supplemental material listing their crew complement as ranging from as little as twenty to thirty and the whole ship being a meager 130 meters long. The low crew count can be lowered further with automation like was done with R'mor's Eloise and we can even name it after our old friend the senator.
 
The shuttlecraft/runabout request isn't because we need another small ship, it's because it can look like normal kazons doing normal kazon things without giving away our presence.

In the interest of future cooperation Voyager would be open to sharing technical advancements in fighter design made in conjunction with the Kazon exchange officer that do not violate the Kazon's own policies on acceptable levels of technological advancement as well as Starfleet's policies on sharing sensitive technologies.

Such an avenue of communications need not be real time but it must be one that can allow both sides to reach the other quickly in case of an emergency.

Unless the Kazon have people willing to get sucked into our nonsense long term I'm not sure we want to invest the time and energy into acclimating them into the fleet so I'm not enthusiastic about exchange officers or taking on temporary crew.

I'm also not really sure why we'd want a Kazon ship, if we want to make a better runabout, we can already do that, if we wanted to get a support ship of some sort that'd make more sense, but I don't know if the Kazon make logistics ships, it's kind of niche.

Species aren't uniform, we could always get a Kazon character that does end up sticking around, and even if they don't and end up being temporary it would be an interesting perspective. I've always thought it was a shame that DS9 never did much with the Romulan character that was supposed to be there to watch the Defiant. It would be great to have a similar character here that actually does stuff instead of disappears and is never spoken of again.

As for you second point, I can't speak for everyone else but I am aiming to get an escort ship on par with a Romulan Bird-of-Prey not a runabout and TheOmnimercurial has expressed interest in a capital ship. If Voyager was forced to it could build a runabout but it can't build a 130 meter long ship.
 
Yes, but I don't care about a random bird of prey type ship, I want a support ship something aimed at logistics support or that would add a unique capacity. The val jean is already our scout sneaky ship, and artillery ship is not going to help us solve our problems 90% of the time, we're federation so we literally shit science labs better than the Kazon can build in this era, that leaves something like a farm ship, or a repair ship.

It's less the capabilities of the ship itself I'm interested in, so much as the fact that its a vessel native to the region that won't ring any alarm bells, because the Kazon are a known quantity around these parts - and that said vessel might come with nav data. I would honest doubt they'd have a farm ship, but...I could see them having a mobile repair ship.

...I don't see them being willing to part with one though.

The first death we suffered was that of a shuttle pilot. Frankly I don't want that to happen again and I'll take any opportunity to lower the chances of losing another of our pilots.

How much longer will we be in kazon space though?

Going by canon, Voyager won't leave Kazon space until the very start of season 3 and for reference we've still got three more episodes before we hit the end of season 1.
