That sounds good to me.

Here's a plan that differs from the above one only in the science category: rather than trying to get the tracking stations completed ASAP, it starts on Materials Research 1 which is our highest research priority, so that we can incorporate it into our designs. We have urgent projects in Facilities and Science and while I do think we should start on the tracking network sooner rather than later, rushing to complete it would mean significant sacrifices.

[] Computers and Aluminum (155R)
Operations (1/1 Dice, 15R)

-[] Construct a 2-Stage Sounding Rocket (15R per dice, 2/45, costs 1 Build Capacity until complete)
Facilities (2/2 dice, 40R)
-[ ] (2 Dice) Construct a Computational Research Facility (20R per die, 103/180, +3 to all projects) (High Priority)
Engineering (3/3 dice, 50R)
[ ] (2 Dice) Conduct Design Studies (Early Orbital Rocket) (Phase I) [AERO, PHYS](15R per dice, 59/300)
[ ] Mobile Launch Operations (20R, 0/50, gain Launch Trucks for Sounding Rockets. Unlocks a Name vote for the system, as well as the sounding rockets.)
Science (3/3 dice, 35R)
[ ] Tracking Station Surveys (5R per dice, 27/150, unlocks Tracking Station Construction project for Facilities)
[ ] (2 Dice)Conduct Materials Research (Phase 1) (15R per die, 0/150, provides access to aluminum structures)
Politics (3/3 dice, 15R)
[ ] (3 Dice) Rocket Boxes (Phase 3) (5R per die, 3/350. Gives Rocket Boxes to every middle-school, high-school and university or equivalent in Australia and New Zealand. Encourages future scientists and engineers - some of whom will even come work with the IEC.)

The reason I didn't touch MatSci in Science SCUD is so we can promise to do it next council session and get PS for it!

How about having some of the local and regional newspapers tour and interview some if our people. Mention how this is an international program using war time technology for humanities benefit.

We still have two turns until then. Why not promise Materials Research phase 2 if we want to, and we can take advantage of aluminium tanks in developing our orbital rocket this year?

Edit: Also, there's one area we've received dramatic levels of public support so far, and that's weather studies. WS4 directly competes with MR1 and is one of the areas that we can very quickly show that we provide a critical service that nobody else can deliver - aluminium tanks are relatively minor in comparison to "we can tell you a severe storm will hit days before anyone else". If we promise MR1 this upcoming year, we cannot also make a promise for, say, WS5 without accepting a significant amount of risk, and I personally think that Weather Studies is better.

[X] Plan Computers and Aluminum (155R)

@Dessard can you modify the plan to include launches?
Good catch! I'll edit it to launch one rocket so that the backup can smooth over any poor production rolls for now. If people already voting for the plan have an issue with that let me know, I'll change it to be in line with the majority opinion since voting is already started.

That works for me. If there's a pressing reason to launch, we can always launch two next turn.

I'm fine having a backup. I don't see much reason to increase pace on launches especially when we do t have rocket reels up and running.

Edit: Ignore the 4th roll under 'Rocket Boxes'. The reroll that matters is in the specific 'Rocket Boxes Reroll' line.

Launch failure, but hopefully we learnt something from it.

The bigger crisis is that we rolled REALLY poorly on RB3. With 3 dice left, and bonuses accounted for, we'd need to roll a 228 next turn. While the probability is too iffy to get an exact number, I think it's less than 1 in 6 that we succeed. I think we need to seriously consider if we're going to try and do a hail mary and try to finish them off, or if we're going to change tack and try to get political support from an alternate path (lobbying combined with +PS activities to cover the loss).

I think it makes more sense to stay on target with Rocket Boxes. It demonstrates that we did all we could to meet our promise and were on track to do it but got delayed by circumstances outside our control.

Hedging next turn by doing three dice on Tracking Station Survey's would probably be better to alleviate the sting of not finishing rocket boxes by generating leverage elsewhere.
