Ok see that's not helpful then.

The precedent of gouging the offenders is more useful because it places the onus on the actual bad actors, a separate fund, even if derived from previous bad actors just going to be raided or used as a buffer by new ones.
 
The way I'm reading it is that it's essentially a reparations fund. So money that's in it is used when the Imperium does something illegal and winds up paying reparations.
It ensures that the Reconstruction fund isn't used as a cookie jar for people trying to get out of owning up to their mistakes, plus, having the fund be its own thing and having the people that commit the crimes pay into it so that not only are they gouged in the short and long term, but it also ensures that it maintains the precedent we want to set *And* ensures that people can't assume that they can just pay it out of the official fund and be done.

At the very least this ensures that the Imperium won't run out of money for each individual case, and if there's more than a few offenders, the Imperium can then afford to be generous with its terms and providing recompense without killing the punished goose too soon.

This ensures that the Imperium can functionally afford to make things right, punish the offenders, and ensures that suffering regions can be rehabilitated faster than people functionally skimming off the normal reconstruction fund for uplifting.

Simple, policy and speed. The existence of the fund means that there's a preexisting policy I'm the event this happens, instead of whoever's in charge having to ad hoc it, and an existing fund can pay out reparations much faster than having to liquidate assets from the party responsible
 
And then we turn around and gouge said responsible party to pay for their bill and a bit extra because we're done with their shit?

...On the one hand, I'm always a fan of including the Shades for the worldbuilding. On the other hand it feels out of character to officially support them (i.e. it becomes a case of "Please ignore the officially sanctioned inclusion of the cult that worships me as a god. They're just fanatical about killing fucking daemons."), and I am very much amused by the idea of making it a tie. Fuck.

The reason I putting the Shades as a barrier group, among other things, is that they are *loyal* on par with the Kriegers in terms of 'we will do the thing' and if they are meant to keep the peace between the two groups, they will do so. The *only* times it might get complicated is if a Shade joins either group but that would be rare and not nearly enough to make the method invalid.

I really don't mind if we lock in or give the Sun Guard a trial period, but this seems more in line with what Kesar wants to do.
