Cardassian Ship – Durable, uncomfortable, close, cramped and cheap. Thinks creature comforts are for other people and technical sophistication is for people who haven't spent decades starving to death. The fact that the starving could have been avoided if the government were less...you know, monstrous doesn't seem to have occurred to that many of them.

Okampan Crew – the crew are bright, perky, cheerful, and incredibly psychically powerful. Individually, they're all better than Vulcans, and as a gestalt? Who knows!

I feel like people have forgotten were playing as the Federation, Voyager explicitly being so far away from home and with limited supplies, resources, and friends. Like holy shite guys arent you all jumping the gun?

I like the plan with the Coalition but I think we need a 2nd part were we release the info publicly as well, to incentivize the governments into agreeing to it.
Pulse would love to grab/save some Zipheads or just some Vidiians to keep expanding our crew.

There are two things running here, they depend on the infection to be viable and on the current victims of the infection. I say we leave a gift.

Plan: Pan-dora's Box
-[X] Get our security team to develop a computer virus for their computer systems, targeting the systems used on their Focused. Have it designed to evade and spread, to not trigger until each known station and ship has full infection rate. Once triggered, it scraps the systems connected to the Focused.
-[X] Have our medical and science team develop a virus to provide inoculation against the Phage, with a long term incubation period so it can have a wide infection rate before people understand what is going on.
-[X] Use the Val Jean as the operating center for Neelix to reach out to any contacts he has in intelligence to provide the full data package. Our sensor scans, evidence of their hostile actions, Dars own confession, our medical science on the Phage and its cure. Let other political entities use that to spread the truth among the people cause Intelligence Departments seem to have a stick up their butt about them always failing.
-[X] Explain to Dar the prime directive and that we don't intend to interfere any longer. Find out where he wants to go from here, because a Dar in the shadows makes for a pain for Nurel.
-[X] After tying Nurel up with negotiations and stalling using crew members of species that don't have biological tells for emotion, inform him that we have recovered all casualties, treated their boarders for their injuries, will be returning and leaving their space. Expect Nurel to not want us to leave it otherwise force the issue (hope our QM spends threat)
-[X] Optional: Offer a choice to any of the boarding crew after they are inoculated against the Phage to join Voyager, or return to their home.

This is something that is a massive violation of the Prime Directive in one way, but operates according to ideals in another. Starfleet alone cannot conquer this civilization, let alone two ships. But we can undermine the foundations of this tyranny and set the stage for it to be toppled so it's people can decide in the end.

Edit: Also, with their code being so shoddy we know the one thing they don't have Focused on is their code and programs. They must think it would be a waste of automation for them

The Federation had been a cofounding of Human, Andorian, Vulcan, Tellerite and Xindi

We love to see the Xindi as founding members.

Correct me if I'm wrong, @DragonCobolt , but is it accurate to say the harvesters are nonstate, subsistence actors? Or is that just Nurel's smoke screen for state-backed organ harvesting?

I think any attempt at Viidian regime change entirely from without and with no consultation of the classes most directly impacted is doomed to failure. And I think the harvesters are the closest thing to Viidian civilians we've met so far. (At the very least, they are the one perspective which hasn't been heard from directly, which, by the rules of Star Trek storytelling, means they are the last piece of the puzzle).

Assuming my read on the harvesters is correct.

[X] Plan: Revolution from within and without.
-[X] Send D-91 to make contact with the organ harvesters (since he's harvest-proof). We want to get their perspective and offer them the cure and the means to synthesize it with. No strings attached. (Though an apology to Neelix would be appreciated.)
-[X] Meanwhile, we inform the Kazon, the Talaxians, and the Haakonians about what is happening here. Per Plan Monsterous Coalition. And begin putting them in touch with our newly minted subversive elements. Include details on how to synthesize a cure for the phage.

In this situation, pressure on the podmasters will be coming from both within and without. We can regroup on next steps once the pressure has built up.

The Product that keeps the Vidiian phage at bay is a recurrent subscription injection. Vidiians that can't afford it have to turn to organlegging to survive - and they serve as useful desperate auxiliaries to Podmasters who want to supplement their forces or have disposable assets.

So how large is the non-organlegging, non-livestock, non-ziphead class?

That's what I thought, then we definitely need to be talking to these people.

While on the one hand, the end of the phage means an end to business, it also means an end to having to kill people to keep you and your family alive. Assuming the capitalist brain worms aren't embedded too deep, I suspect they'll turn their ire towards the people who keep them paying for the privilege of survival. And find themselves with a lot of outside help.

So if we were to openly broadcast the instructions on how to manufacture a permanent cure for the Phage it would lead to a collapse to the Emergency's entire economy and potentially their entire society. I'm all for that. Down with capitalism!

Alternatively we use this to encourage the Vidiians to the overturn the Emergency and free those trapped in the pens themselves by stating that we'll give them the permanent cure in exchange for reform.

[X] Break the news. The Talaxians and the Haakonain and other governments may know or guess, but their people don't

-[X] Include instructions on how to synthesize a cure for the Phage using Viidian technology in the same transmission.
-[X] While Voyager may not be able to liberate every single Pod, at the very least you can free the Viidians of this Pod... and provide them with the tools to take on the rest of the Emergency.

"And they have an entire civilization," Tuvok said. "According to Neelix's intelligence and subspace tracking, there are similar Pods scattered from here to the edge of Borg Space - they are the largest extant polity in this region of space by astrographic reckoning, even if they are one of the smallest in the terms of fleet size and population density."

Ah. Yeah I had figured they were just this one station…

So, the Podmasters are not just a threat to the Viidians, they are a threat to everyone here, possibily the greatest threat in the entire system.
Because as soon as the Borg have the Phage, then all non-Borg are elevated from useless annoyance to "resource to be consumed"

This makes a compelling argument.

-[X] Plan : The Monstrous Coalition
- [X] Call for the aid of the Kazon,by arguing that the Viidian technology could bring down the wrath of the Borg on the entire segment, and not even their hidings strategy would work
- [X] Call for the aid of the Talaxians and the Haakonains, who surely are just as outraged at being decieved and were not at all in cahoots.
- [X] Rope Dar into the plan. We can always just leave, so we don't need him. If we burn this place down, we won't care next week because we'll be somewhere. Dar however needs this system. He can cooperate however. If he secures all the existing ziphead formulations for all the species, then he'll have a decent economic base to build from. The existing stuff can be made to work with cultured tissue. There will be no new treatments, no specialized anti-aging stuff, but the old basis of the economy will be there, and he can have a chunk of it, if he helps. [Note: Do we backstab him once we have the files?]
- [X] Prepare to release the cure and ways to synthesize it as broadly as humanly possible
- [X] ...honestly, C'nola's right, lets do that.

This is good! I could leave the Dar bit tbh, I'm not sure he'd be convinced to go along with that unless he thought he could pull one over on us. If I have anything to say about it he and all the other podmasters will end up very dead by the end of this.

I definitely want to let everyone know, but I wonder if there's anyway we can make sure the cure spreads to other Pods that are far distant from our current sector where we can (hopefully) get the Kazon, Talaxians, and so forth to kick the Emergency in the teeth. I don't suppose they have a convenient emergency broadcast system protected by their shoddy coding?

Honestly, I don't feel the relevant question is whether we can go "your society is abhorrent, prepare to get it rearranged" to the Vidiians. If we make it a major project and build a coalition of local allies, of course we can. I think the key question is whether we should wage a crusade on a species for practicing a form of slavery. Ultimately I am not sure it is very Starfleet to do so, especially when we're passing through and will not be around in fifty years to deal with the repercussions of rewriting the balance of power.

So I'm going with my own variant of a vote posted above, because I think we should disseminate the cure more widely and set a few failsafes:

[X] Break the news. The Talaxians and the Haakonain and other governments may know or guess, but their people don't. Tell the Kazon too.
-[X] Include instructions on how to synthesize a cure for the Phage using available Delta quadrant technologies (including Vidiian tech) in the same transmission.
-[X] Put this on navigation probes set on random courses, programmed to start broadcasting years or decades after we leave.
-[X] While Voyager may not be able to liberate every single Pod, at the very least you can free the people of this Pod... and provide them with the tools to take on the rest of the Emergency.

We can help these people, perhaps light a spark of liberation. But I think Starfleet would see it* as a moral challenge for the peoples of the Delta Quadrant and the Vidiians themselves to overcome, if they're up to it.

*(My own stance would be a bit more interventionist, FWIW.)

"Oh, me? No, I've done nothing of note, I've simply cured the Phage," the Doctor said, casually. "It infects humans similarly to Vidiians - I caught it in the early stages in Crewman Liam Chandra - but I cured it and flushed his system. I've also begun to dispense vaccinations for it throughout crews that share similar medical makeups to humans." He paused. "You're welcome."

"Will this cure work on Vidiians?" Janeway asked.

"Of course," the Doctor said, looking huffy that she had even asked.

The Doctor everyone. Five minutes to do what a civilization can't in fifty years.
