If the aliens wanted to talk, they could have definitely opened up formal lines of communication remotely. Having a massive ship over their capital seems like 1 of 3 things.

1) They expect the rest of the world to be pissed they've been secretly dealing with the aliens (aliens did abduct folk, infiltrate, and wreck a lot of cities)
2) They've subverted the Russian leadership and the leaders are getting a alien healthcare, tech, and wealth payday. Ship is there to protect leaders from populace.
3) They're holding Russia at gunpoint and demanding compliance. "BTW here's an official statement we need you to read"

I'd definitely support one of the applications. Both seems like a good deal but still dicey from a PS standpoint.

Even if it's not guaranteed it's still a worthwhile investment considering the amount of PS we have to shell out when we initiate attempts to get a country to join up.

I think we should accept both Finland and Ukraine into INDEX so we can maintain a presence in Eastern Europe and Northern Asia, now that Russia has pulled out of the program. Importantly, we can't retaliate directly against Russia, because we want to avoid setting a precedent of attacking countries not in INDEX, as that will cause a major political mess for the countries already participating in the program, and complicate the entry process for those not yet involved.

God dammit, this is going to turn into a nightmare when the aliens start abducting the populace and unleashing bio-horrors on earth. Because that's the kind of shit these bastard types always do.

A ship that size would be sufficient cover for the city when it get hit by nukes, and enough ICBM's can destroy it and send a message to the bastards we're not afraid of irritating the planet and turning it into a tomb world to spite them.

But world leaders being who they are aren't going to do what's needed, and thus we get a Russia backed alien invasion across Europe and Middle East as well as indo-china regions.

So this is going to become a nightmare as I see it.
