You might have found a good blacksmith if the Learning candidate was a bit less exceptional, but instead you got Bravor bloody Tobelli. I believe I put in an action specifically to search for smiths - I'll try to remember that for next turn if not.
 
Yet another reason to hire the inventor.
The inventor isn't a smith; he is an academic. I don't see him being particularly helpful with physically making things. We need actual craftsmen for that.

I think we should finish off Early Cannon/Mortar, as we've already invested into it.

For the second codex, I think either 'Weaving Machines [0/15]' or 'Seed Drill and Reaping Machine [0/15]'.
We can also put both actions in Early Cannon/Mortar. As it is, we aren't going to finish that project with 1 action anyways unless we roll a nat 100. I'm not quite attached enough to the other options to prioritize putting an action into them to get them from going away; I'd rather have both actions on the Mortar to finish it, and then be able to devote both actions to something new next turn.

Apparently donating to Shallya was an all-or-nothing thing. Weird, that.
 
Yeah, I'm sort of regretting that a bit? But for it to be a meaningful sacrifice, it has to be a meaningful sacrifice.

Don't worry, Word Of QM here that Shallya has taken note of the donation and will be looking out for you, simply because it was an all-or-nothing thing and it's really limiting, a legitimate sacrifice for her ideals.

so poking it might be a good idea in the long term if we didn't already have so many irons in the fire. Its such a rare bit of tech, and so immensely useful I could see advancements in many fields just from understanding how it might function in theory.

The inventor sounds amazing but he's bound to pick up the iffiness of where our insight comes from and get too close to the Codex Crystal for my liking. Most concerning is this part:
He is shockingly rude to you, as a noble heir, saying you have worth only as an inventor, him hearing rumors of mechanical mills, alcohol strengthened by some strange process of yours, and more.

We're no boss to him, we're no Lord, we're an inventor. Our worth comes from being another apparent genius making inventions. Inventions provided not by us, but by the Codex.

There's a real danger that he might lose interest in us or, worse, try to steal the Crystal. After all, surely it would benefit from a brilliant and learned academic with experience rather than some boorish noble brat stealing credit with things he doesn't understand?

Honestly though, I'm a little bit annoyed that we chose to frequently donation to the Church of Shallya. That is gonna put a small dent to our expenses.

But it is a necessary thing, so its alright for now.

Not sure why people are voting for Hanna. Here from Turn 17 Planning
Hanna Renns-Abbot is seventeen, rather plain if you are being honest with yourself, and seems to be a fairly stout devotee of Ordnil. You find the whole thing a bit awkward, while she was polite and friendly enough it was clear to all that she was being shown off to you. You make polite small talk about the war and your mutual interests, and she quotes a great deal of scripture. That could make things awkward given your existing history with gods. You don't really feel like you actually got to know her, however.
She is a cousin to Cpt. Renns who gave us the loan in exchange for meeting our heroic parents. She does not seem to stand out and is very religious and to Ordnil at that. May be asking for funds since we shelled out so much recently.

Pressure from the Governors? A new petition has been brought forth to King Conrad, our most noble liege, requesting a royal decree of law on several matters of considerably importance. What exactly this petition is is not yet known, but rumor claims it to be a set of laws that will increase taxes, though speculation is rampant about just where the increased taxes would apply. Lord Governor Burke of the eastern region of our country champions this petition most of all - claiming that action needs to be taken. Others, including nobility and merchants, have argued vigorously, and now the King has set a series of hearings regarding the mysterious tax-petition scheduled for this autumn.

Only 1 Windmill exists within Veschwar, a country-wide Windmill tax is unlikely.

It could be a river trade tax, for the River Zal.
With access to the sea via the river Zal secured as part of the recent war's peace treaty, there has been a massive amount of excitement and investment among Veschwar's merchant guilds.

... sailing up the river into Veschwar's territory ... all the way to the three-way border between Veschwar, Romanga, and Polecniz, upon which a large fortress is being constructed.
They might tax trade at that fortress, or tax any trade-vessel entering/exiting the mouth of the River Zal.
