Ultimately this is a human civilization, everyone we've met has had blood in their veins. Accordingly, we have a reasonable expectation of finding an enemy to face who will give 2-3 picks and has blood in their veins and so this route of going up to 7.325 Rank for the Ring of Power effect over blood is a safe and reasonable course of action. We merely need to find a couple strong people resentful of the Council, get information about some locations that will be defended other than the Treasure, then bring them to meet up with Gisena and blood buff the whole cohort to assault those locations. After that, we can pour those further picks and the Arete generated in the meantime into capabilities pointed at defeating the Immortals.
Ultimately, any individual Immortal countering us is a bigger concern than the increase in total power from them grouping up, so maximizing our power is well worth giving them the opportunity to form up. We can gain more from the time than they can.

Come on people, vote for Rank! We can't just keep on being a ranklet forever! Getting ADS and TKSA is just not feasible in a predictable time frame, so it's better to take the Rank now when we know we can have it. Stats are ultimately a linear increase, while Rank helps near everything we do. We can get the picks pretty soon, but if we miss this Feat it's forever.

Odds of successful omakestorm, by the way? If we get to 9 Arete, Pearlescence might well be equivalent to an EFB in terms of immediate powerup - and even if it isn't, it's definitely equivalent to +Progression.
 
tactics idea for recruitment: use Rank to find strong people with a grudge, then say something like 'your society is doomed, come realize your vengeance and be rewarded with wealth, power, and resettlement'
 
other idea for recruitment: search for ideological rifts or divides in the council and attempt to bank on one, forcing them to split ranks. ideally, a liberal and progressive faction of people that want to expand and leave the temple would be our target.
