If we were a theocracy, we'd already be in a civil war over who is the true Oracle instead of both factions seeking redress with the King's bloodline.

Just like the theocrats have kept the monarchy in check, monarchy is keeping the theocrats in check right now.

Separation of powers has worked so far. Clearly we need more factions.

Wait... if the difference between [kill usurper and raise oracle] and [kill oracle and raise usurper] is smaller than the number of votes approving both [kill&raise] decisions... would that cause Selja to kill both of them?
 
Purification of a Kingdom
In the end, there was never any question what Selja would do. His grandfather insisted otherwise, but he and his most trusted men would always remember the wickedness pouring from the Cursed Oracle's mouth when they stormed the main quarters of the temple. Several of the people in the room when she was finally killed had even taken leave of their senses and gone on to become homeless and madmen, raving incoherent in the streets of the cities. The Gadawa faction crumbled without the woman's influence, and ultimately the way the temples chose their Oracle would be forever altered, though Selja didn't have much interest in the minutia.

What did interest him was his sudden elevation to Prince, and further, the breaking of the drought. Three years to the day, according to the temple sages, after the Cursed Oracle's blood was spilled, the drought left as suddenly as it came, rain poured from the heavens like a straining wall had collapsed, and while there was some unpleasant flooding in Gadawa and Dalwa, the reinvigoration of the land more than made up for the annoyance. It became nearly impossible for his Uncle's supporters to continue their condemnation of him, and even some of his most vocal detractors grudgingly admitted he made the right decision.

As his grandfather's lordship comes to a close, Selja presides over the funeral as is custom. It is a rare time, free of messengers and advisors, and it is a time he needs most desperately to reflect upon things.

In the years leading up to his ascension, Selja was brought into the fold of the King's administration, and brought up to date with the myriad concerns of his office. Despite the removal of the Cursed Oracle and the end of the drought, many of King Eiza's projects continued to stall and stutter, especially since the drought was long enough to leave many people living hand to mouth, and, thanks to the troubles, none had realized the lands around Maye had become almost sterile, growing only the hardiest of shrubs and scraggly grasses. Sages from the temple claimed the spirits of the land were exhausted, taxed by the toil the farmers did on the soil, and needed rest and nourishment. While a rather odd idea, the area would have to go to pasture anyway since nothing of note could grow there anymore.

The drought had also brought some minor difficulties to their neighbors, of whom the Far-Coast tribes were still recovering. The Plainsmen, or Alwethi as they called themselves, suffered extensively in it's wake, and had even come to the Mayep to petition trade in exotic goods for food. To deny them would be easy enough, as they had been badly weakened, but they possessed a great many previously-unseen wonders and baubles that a number of his advisors were incredibly interested in.

The new Oracle, young and somber, stands apart from Selja's place, across the main road leading to the place the previous kings were buried. As the body, wrapped in finery, passes by, she orates Selja's new mandate, and expresses her trust in the spirits who have her ears that he will lead the Mayep forward in grace. It is quite a burden.

Temporary Boon: Growing Stone Industry (Some projects cost less to do, some Wonders are enhanced, general wealth projects work better, Technology Development: Architecture)

The King is a brilliant man and is quick to master many things. He expects to focus on a particular area of statecraft for his time as Lord of Maye. Choose One:

Sometimes you just know that a particular technique is falling into obsolescence, or is so incredibly popular as to prompt all sorts of competition between artisans working in the field. Necessity is the mother of invention, and by attempting to push and prod certain institutions a little harder, new advances might crop up to keep up with demand.

Hrm, Legitimacy is high enough for us to not need to consult with the Oracle. Same with the temple, though that one might help reduce tech strain on Hierogliphics and Philosophy(not sure about Accounting, seems more of a Palace thing).
Palace might be similar to the Temple when it comes to tech strain(and it's healthier for our famished Econ right now anyway). Probably less focused on Philosophy though, it seems more for running the kingdom than being a place of learning.

4 OR 3. You can squeeze that many actions in, but there is a penalty for it in this case.

The Oracle counsels the wall about Maye.

Tech strain is representing a combination of factors that result in 'a million monkeys on a million type-writers' type of advances. More strain means more monkeys, and is a good thing (unless they continue to produce gibberish, in which case it's still more monkeys so it still helps).

This primitive king rules absolutely, with the blessing of a popular and respected priestly caste. The kingdom has embraced the idea of local specialization of labor, and a large transport sector distributes food, manpower, and necessary goods between cities and regions that need them.
Hum, boats might have become necessary for maintaining stability. At least until we get domesticated animal tech up to where we have beasts of burden. Or until our Boat surplus blots out the sun.

Next to no reserves but we should be generating ~7 Econ(minus whatever the plan costs) over the course of the turn. We should be fine but the system might be more forgiving of building walls(due to it being a slow project) than the special food->tech trade with the no-longer-nomads Alwethi.

On the other hand, not helping the Alwethi might cause them to raid us. They're the hungry grandchildren(ish) of Nomads after all...

It all stems from the Quarry so I'm putting [Genius] there for now, though I'm willing to switch to something like Walls if that has more support.

As above, gambits on the surplus in food production to tide us over for the up-front cost(though it's a fair bit cheaper). Also double Oracle approval and net-neutral on Stability, might cause some overflow given that this Oracle seems to be a good one.
If it works, Anye won't be our sole source of Wealth(due to us getting land trade) and Dalwa will match Gadawa in food production.
I'm tempted to either fortify Dalwa(protecc food) or throw in a stone industry(Artisan, Quarry) type thing in an attempt to strain Material science but that's for another plan.

See? We brought change and in return Lord Uwali granted us water again. In hindsight it was obvious that removing the cursed oracle and wetting the soil with her blood would solve the drought.
