Really need more culture, and this seems like the best way to do it.
 
Damn it, if we had 2 more Econ would could knock two faction quests out at the same time right now.

I'm guessing the Urthdysh wouldn't appreciate nautical tech, given we control the mouth of the river that runs through their civ.

@Oshha, does Evalon have an idea of which option the Urthdysh would prefer most?

We need a library so our proto-parliment can function effectively, you cannot look back on precedent if you haven't got decent records.

You know, I realize its probably a terrible idea but could we convince the Forluc to use their recovered army to attack the Urthwyn? And possibly join them? I mean we have a martial hero and maybe one turn left on our diplo hero so its a hell of a use. Plus we gain a lot from having our two threats fight each other.

Basically half our Law Code is "The Priesthood does whatever it wants. When in doubt, truthchek with divination magic". Do the Urthdysh have divination magic? Heck, why in the hells do the even Urthdysh want Laws, most of their citizens are non-sentient undead!

You could try, but Evalon will be dead by the time you get the chance to do it and the attempt could not only fail, but it could also backfire on you.
 
As much as I absolutely love the library. We really need the culture from the theater. Unless QM says the library also gives culture, I just can't support getting the library with how crap-tastic our culture stat is.

The Urthdysh have been noted to be catching up rather quick. We still have a Diplomacy hero, so this is our best shot at increasing our relationship with the upcoming major power. It also doesn't require an action or any kind of cost, so that's a pretty big bonus.

No. Manipulating a war into existence like that is a recipe for disaster, and even if we succeed the results will be less favourable than peace. A peaceful region is the best thing we can hope for, not an unstable, war-like region. Also, Evatine is dead. All we have is a Diplo hero.
