Why is everyone neglecting temples when our temp. mystic is up to four? Yes, building roads are a good idea, but we just got them but we got temples fucking centuries ago, and we still haven't even built half of them. Many of our provinces don't even have a single temple.
The ones I chose are just the most egregious because those are the two that don't have temples that have six settlements. Six settlements in those provinces and not even a single temple. Comeon dudes, do not just look at the roads when we have the temples too.
I'm convinced of the need for more temples. The lowlands have many settlements and have only recently been brought to civilisation, plus our permanent Mystic is pretty low, but the plan you present is unsavoury. The problem with it is that it doesn't send a trade expedition and, more importantly, it doesn't work towards settling the Upriver Plains, which is expensive enough that we need to work on it now if we want to finish it later in an econ-safe manner.

The reason I'm doing Expand Economy in this plan is because otherwise, we'd be down to Econ 3, which is not a safe place to be. Crisis, random event/development, and golden age bonuses could all bring us down to the negatives. Econ 8 gives us a good safety net and will put us in an even better Econ position come next turn, and may net us an innovation which the golden age is good for.
In total, this plan does a lot. It completes the priest quest, it provides a newly converted, settlement-heavy province a temple, it builds roads in our capital, it finishes the crafter quest and gets us boats, and it makes headway into the farmer quest, all while giving us a very healthy Econ reserve in case something goes wrong. We do
not want anything going wrong while we're in a golden age and developing our religion.
