Guys, we're integrating the lowlands. The lowlands. That is a fuckton of population. We need to increase our ability to administrate, particularly given that we already have past the limit of admin strain-free provinces.

Uh no? It's not? The Lowlanders are smaller in population than us given our integration of refugee and just the fact we're so huge already.

Let's see:

1. Epic age: Huge honking wars that send refugee to our land to the point they're a quarter of our population.
2. Those who stayed behind either got killed or enslaved or starved(because farming gets disrupted).

They are, but the Lowlands has been getting fucked by war, disease, more war, mass enslavement, and even more war for the past 500 years.
For a long time they were just disparate small tribes; and the one nation that sprung up there (the Corlyd) was then soon after eaten by us.

They are, but various factors have resulted in them having a lower population than you as their pop keeps getting killed or otherwise lost while you have been continuously increase your pop. You also have longer lifespans and a much lower death rate.

I think that getting a social concept advancement is a good idea while we're developing our religion. Otherwise, I think the Great Library is better than a true city because it helps tech advancement and record-keeping without giving new problems.

One thing I would note on the Religion question, a significant part of our military is sacred warriors and one the issues that pushed us to reforms was the fact that one of our champions chose to basically ignore our leader and do their own thing, if we say that the Council of Arthryn does not need to answer to the Cadlon then we may be encouraging such actions in the future.

Seriously people we REALLY need the library. its where the law is going to be put, its where the religious texts gets put. Its way more important than an aqueduct.

True City eats up population and econ like no tomorrow even as they give significant benefits in return.

A library will extend our capacity to remember, come up with administrative tech(such as indexing), and help us accumulate knowledge.

Also helps with culture. improves literacy rate. just all around a huge deal.

Just keep Practical Enforcement in mind, even if(or rather, especially if, its a good number 2 vote, but a bad number 1) it doesn't win. A lot of early legal codes undermined themselves by creating laws they couldn't enforce and which became a bit of a farce for their authority.
