Any of these are fine by me. @Ossha would getting better boats allow faster travel to/from Merntyr than passage?
These sort of situations is why we really shouldn't start passage yet.

Boats already allow for faster travel, but how much can be carried back and forth if limited as you are limited to only canoes and rafts right. The advantage of the passage isn't quick travel, but the ability to send larger amounts of supplies over at quicker and safer rate than currently so.

When we are able to we should build it in case those boar people decide to get gready.
 
random general technology advancement might give us a tech improving the Passage mega-project.
boat tech is great, but is unlikely to help with our short term goals (shrines, mega project, settlements)

Our current general tech is : ropes , carts , and wicker. We could use another general tech.
