It's not getting our concrete right away, but we won't need the fort right away. Going from a rough timeline...

Next turn: Vault 11 is a base, presumably. Stalemate starts.
Turn after: Concrete, we presumably have space for a 1000 more even without Vault 11, probably colonise Vault 21
Turn after: 1000 more, construction of the fort begins, presumably Vault 21 is colonised by now, giving us even more room. Blah blah, we don't need to worry about raiders here haranguing our refugees, we'll be getting more bases and more Vaults, more farming, all will be good. And that's assuming we get consecutive successes on Stalemate and have minimum time.

It definitely works for getting our people out. That trading will help with it, the sooner we can get that started the sooner we can start reaping all sorts of rewards from it. Especially since our counter-espionage forces are up, so spies mixed with traders will hopefully be destroyed.

Everyone seems to be wiping out the last of the raiders so getting concrete for construction seems like a good idea.
 
If we want the best shot at Stalemate I really do think taking the trading option along with wiping out the raiders and supplying power are the best combo for it. And if we are trading we will need more caps. The sword might be nice, but it is only one thing while the Sunset Sarsaparilla building can get us a better in with the locals.

Getting NCR tourists could also help with it, I think the option even states it could make other negotiations easier. We also can put both of our diplo actions on Stalemate if we wanted to boost it even more, which may be worthwhile at least two times to buy more time until starvation can set in.

In order to boost the tourist action we need to make it more appealing to the civilian population. All the actions I'm taking also help that. Clear enough the raiders makes it safe, providing power shows that it is advanced and civilized, having trade makes it a more lucrative option for people. Anything that can boost Stalemate can also boost the House Always Wins part 2.

I just wish we could boost the chances on trade. 55% isn't great and a major failure there could be bad, we've seen that already in this quest.

Yeah there isn't much I can see that will boost the trade actions though with all but one of the major raiders wiped out you would think the chances would be higher. The main threat was always getting robbed or killed on the trade route after all. We have plenty of things that the wastelands need and people will definitely want to trade. We also start off with a trusted level due to us spreading the naivety rumor. All and all I think we just have to chance it.

That is my plan for the Legion either laser Caesar, or kill the command structure to make them fall apart. The legion is dependent on the leadership to operate properly.
I'm not honestly sure Caesar will throw all the way down with us if the risks are that high. The NCR was at the tail end of its logistical tail and had political and economic issues close to home.

But the BoS? Less economic issues, has large amounts of local support and isn't seen as foreigners, has decent logistical capabilities within the Mojave and has fortifications it can retreat to and pull the exact same shit the California brotherhood has pulled on the NCR with sieges. And I doubt Caesar isn't aware of how the NCR's war with the Brotherhood has gone.

The war with the Brotherhood doesn't necessarily give him a 'new Rome' or the narrative of his brutal methods proving superior over democracy. Instead, a lot of the primitive conscripts who have been indoctrinated by the Legion are going to run head first into all the glories of the Pre-War world. Men taught of the strength of the human form transcending technology are going to see hardened veterans pulped by PA wearing Paladins. The carefully honed and artificial creation myth of Caesar and his Legion are going to run into a mystery cult of the wonders of past and the heights they climbed.

Caesar risks the heart and soul of his legion if he fights us and loses too much to us.

I'm not sure when we can fit them in, but it's worth noting that the ARCHIMEDES II upgrade's odds and time would likely be improved by studying lasers. We aren't taking it because 50% is too risky for a 6-month option, but rapidfire laser doom would probably win wars for us almost single-handed.

Which doesn't actually make sense if the timeline is supposed to be the same. I can handwave it away as things just happening a few years earlier than they did in cannon. If the Lone Wanderer is born earlier then things line back up.
Ouch. Will that go up over time or are there other actions that provide boost? I'd rather not take that action at 55% and have it turn into another big brother...

Doing the Khan's at the same time should boost the chances of success. There are only so many things we can do and we have done most of them already. Trading is always going to be hard because of the Brotherhood's attitude not because of the danger.

Wouldn't potentially attracting the interest of the Boomers and opening air supremacy research be a more worthwhile investment? Imagine, if you would, combining radio, robotic, and flight capabilities to create small surveillance drones (honestly it would be relatively basic technology for short range capability - radio allows manual control so little autonomy programming needed, dense energy storage exists). Our information advantage would reign truly supreme - the Legion's radio silence wouldn't stop us from seeing their movements. We'd know their every logistical route, every gathering of soldiers... a prospect worth salivating over. And the Crashed B-29 could make that reality sooner than later.
