Oh yeah you're right. In that case we could put them in anything. I vote 2 token rolls to Space Hulks! Partly for reasons people listed in Denying Orks free ships and also because I want our Astartes and PDF to have some IRL experience fighting against Orks in ships.

Because it is clear that our simulations even now cannot stand up to the reality of a bunch of Orks punching everything into a fine mist.

Does this sound good? Two points towards a 2 60% chance to deny Orks 1-2 of the 6 available Space Hulks plus loot rolls and get our PDF and Astartes some real life training. I also removed Terra because the Emperor is currently busy taking over Earth with handicaps. This is also to more efficiently spend our Webway Patrols towards less targets.

EDIT: If need be I can spare a few of my +10 rolls to ensure getting a Space Hulk if you think that is necessary. Personally I'd rather spend them on our Brothers but we can worry about that when we're not worrying about a Game Over.

Looking for Space Hulks stands to gain us little at this point since the majority of Space Hulks appear to be under dreadnaught size so if you were to do a 1-1 comparison of actions for shipyards to Space Hulks since the shipyards produce at minimum one dreadnaught each they're worth more per action used plus a loot roll is basically just another research action. Also, I have no opinion on pick up the Emperor or not really so whatever although it says to go to each planet in this order so they aren't conquering equally far in each direction they're reaching one destination then moving onto the next and so on so, the change has no effect efficiency wise.

How many dreadnoughts are we making each turn or just this turn?

I am asking because for each batch made or every other shipyard action, could we save a dreadnought to put in Grand Armada?

I am worried if this is pointless and selfish, though.

What do we do when we do though to balance system defences with an offensive fleet?

I am missing something, aren't I?
 
Weren't we trying to find time to train up our stats after breaking open the parent based training limit?

Also can we do milatary drills in ships in anticipation of the waagh?

Further. Space hulls are a gamble. Shouldn't we take them off the board incase the enemy gets lucky. I mean we got stupid lucky.

Update says it takes two years to build a Dreadnought.

We can train as minor actions I guess. Military Drills also sounds like a minor action too seeing as it's not on the major actions update.

Military drills are things too widespread for Serras to personally oversee, so they mostly take up administrative resources.

Hulk sizes are rolled, but Dreadnought-size and up is uncommon. That doesn't mean you couldn't come across a Hulk the size of Ceres, but it's very unlikely.

Well, at Divine, you'd have the raw Divining to brute-force your way past the Malus. Emps has that to some degree, since he's spent a lot of his 'shadow ruler' time working on his psychic skills.

Maybe a choir with Magnus, Jack, and the Emperor could, in a secure and private place, let us see a little further and more accurately?

If the four chaos God's are blocking us together, they might be relying on daemons for a lot of it. The cost/benefit of personally blocking more than just vital visions would leave them open to their peers attacks.

I am not proposing a fix, but maybe there are ways to get some visions at a cost that is not too high. We'd be working for it, and might get skill raises at a minimum from understanding the warp better.

See, they aren't directly screwing with her visions, just spamming her with unlikely timelines. It's easier, and more effective if you aren't Emps or using Emps as a guide as the Emperor's Tarot does. Emps can brute-force it with raw psychic might and the fact that he's even smarter than the Primarchs.

To use a metaphor, they're feeding her CPU so much data she can't figure out what's actually useful.
